The Senior Proposal Lead is a senior growth professional responsible for leading complex, high-visibility federal proposal efforts that support Technatomy's strategic expansion across multiple contract vehicles and agencies. This role provides end-to-end leadership of the proposal lifecycle, ensuring disciplined execution from opportunity qualification through submission and post-award analysis. The Senior Proposal Lead integrates capture strategy, structured proposal methodology, content development, compliance governance, and production oversight to deliver compliant, compelling, and competitive submissions. This position combines strategic thinking with hands-on authorship, shaping contributed technical and operational material into cohesive, evaluator-focused narratives that clearly articulate value, differentiation, and execution credibility.

DUTIES AND RESPONSIBILITIES:

Proposal Leadership & Lifecycle Management

• Lead full lifecycle proposal development efforts from pre-RFP shaping and qualification through final submission and debrief analysis.

• Translate capture strategies and win themes into actionable proposal plans, storyboards, and annotated outlines.

• Develop and manage detailed proposal schedules, milestone calendars, writing assignments, and review timelines.

• Establish and maintain comprehensive compliance matrices ensuring traceability of all solicitation requirements.

• Perform in-depth solicitation analysis to identify risks, evaluation drivers, discriminators, and content gaps.

• Facilitate structured proposal kickoffs to align contributors around strategy, compliance expectations, and quality standards.

• Provide guidance to leadership regarding proposal readiness, resource alignment, and pursuit strategy refinement.

Content Development & Authorship

• Drive disciplined application of Shipley-based methodologies across planning, drafting, reviewing, and finalization phases.

• Directly author selected sections requiring strategic positioning, narrative integration, or recovery of underdeveloped content.

• Transform contributed technical and operational material into structured, persuasive narratives aligned with evaluation priorities.

• Ensure consistent integration of proof points, metrics, past performance relevance, and value statements throughout volumes.

• Maintain voice consistency, narrative cohesion, and executive-level polish across all volumes.

Review Discipline & Quality Control

• Lead Pink, Red, and Gold Team reviews with clearly defined objectives, scoring tools, and structured feedback mechanisms.

• Evaluate proposal readiness and content quality against evaluation criteria and competitive positioning.

• Drive resolution of review findings, enforce corrective actions, and validate final content prior to submission.

• Ensure strict adherence to page limitations, formatting standards, submission instructions, and version control protocols.

• Oversee graphics development to ensure visual elements reinforce strategic messaging and clarity.

Production, Knowledge Management & Continuous Improvement

• Coordinate final production activities including formatting, proofreading, packaging, and electronic submission validation.

• Maintain and enhance proposal templates, boilerplate content, compliance tools, and reusable artifacts.

• Capture and document lessons learned following submissions and debriefs to strengthen future competitiveness.

• Mentor proposal contributors on structured writing, compliance discipline, and effective narrative development

KNOWLEDGE AND SKILLS REQUIRED:

• Five or more years of progressive federal proposal development experience.

• Demonstrated leadership of large, complex, multi-volume proposals under IDIQ, BPA, GWAC, or task order vehicles.

• Proven ability to manage concurrent high-priority pursuits in deadline-driven environments.

• Strong knowledge of federal acquisition processes, evaluation methodologies, and compliance expectations.

• Demonstrated mastery of Shipley or equivalent structured proposal frameworks.

• Advanced proficiency in Microsoft Word, including large-document formatting, styles management, and production controls.

• Ability to analyze evaluation criteria and tailor content strategically to scoring priorities.

• Strong executive communication skills and ability to influence cross-functional teams.

KNOWLEDGE AND SKILLS DESIRED:

• Experience working with Federal agencies, particularly the Department of Veterans Affairs, is a plus.

• APMP certification at Practitioner level or higher, or advanced Shipley certification, is a plus.

• Demonstrated ability to elevate proposal quality across an organization through process refinement and review rigor.

• Experience mentoring proposal managers, writers, and cross-functional contributors to strengthen enterprise proposal capability.

EDUCATION:

• Bachelor's degree in Computer Science, Communications, Business, or related discipline (or equivalent experience).

WORK SCHEDULE:

• This position is expected to support standard business operations during the hours of 8:00 a.m. to 5:00 p.m. Eastern Time.

• Flexibility to support extended hours during peak proposal periods, including evenings or weekends, may be required to meet submission deadlines.

• Remote
