Senior Scientist - Engineer

Envisioneering, Inc. is seeking a Senior Scientist / Engineer to support the Office of Naval Research (ONR) and its ongoing Science and Technology portfolio. The individual should have expertise and recent experience in a broad base of technology related to Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) and/or Artificial Intelligence and Autonomy. Must be able to work with scientists and engineers across a broad range of technical disciplines and synthesize information from multiple sources to develop technology roadmaps and guidance that aligns with National Defense Strategy and high-level Naval strategies and addresses key capability gaps for the Navy and Marine Corps.

DUTIES/RESPONSIBILITIES:

• Assist ONR Focus Area Leads and Program Officers in developing technology development programs and roadmaps to address capability gaps and "plan, foster, and encourage scientific research in recognition of its paramount importance as related to the maintenance of future naval power, and the preservation of national security."
• Participate in Department leadership meetings and provide advice on strategic directions for technology development.
• Develop technology roadmaps to address capability shortfalls and assist the Department in making strategic investment decisions.

Job Requirements

MINIMUM SKILLS/QUALIFICATIONS:

• Current TOP SECRET Clearance.
• Expertise in one or more of the following areas: Electronic Warfare (EW), Radar, Communications, Networks, Space Systems, Combat Systems, Electro-Optic/InfraRed (EO/IR) sensors, Artificial Intelligence (AI), and/or Autonomy.
• Expertise in assessing current requirements and Identifying and bridging technology capability gaps such that research portfolios are aligned with Department of War, Navy, and Marine Corps goals.
• Recent experience developing technology roadmaps for Science and Technology (S&T) programs and the ability to synthesize a broad range of technical information into a coherent technical development strategy.
• Ability to translate, articulate, and present complex scientific or technical concepts to non-technical audiences, leadership, or end-users.

ADDITIONAL DESIRED SKILLS/QUALIFICATIONS:

• Experience as a Study Lead for analysis, including modeling and simulation projects to identify the preferred analytic process, coordinate agencies' support for that process, and develop project deliverables; and
• Experience with the transition of Naval R&D to the operational military.
• Experience developing, coordinating, and supporting Navy S&T programs.
• Prior Active Duty Military experience.

EDUCATION:

• Doctor of Philosophy (PhD) from an accredited college or university in mathematics, engineering, physics, or related sciences plus 15 years of relevant work experience, or a Master's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 20 years of relevant work experience, or a Bachelor's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 25 years of relevant work experience.
