Job Title: IT Exercise Planner

System One is seeking an experienced IT Exercise Planner with deep DoD exercise planning expertise to support a key government client. This role leads the design, development, coordination, execution, and assessment of multi-service, joint, interagency, and allied exercises—including cyber-focused activities. The ideal candidate is highly organized, proactive, skilled in senior level communication, and capable of managing complex exercises with minimal oversight.
RESPONSIBILITIES
• Lead, plan, and execute multi-service, joint, interagency, and allied exercises as the executive agent.
• Develop and champion service-level training objectives; create scenarios, events, and vignettes.
• Design, plan, assist in execution, and assess cooperative exercises with the 54 JFHQs in alignment with DoD guidance.
• Attend and support planning conferences; coordinate with internal/external stakeholders.
• Define execution timelines, communication requirements, and support needs for cyber activities across exercises, experiments, or demonstrations.
• Analyze historical data and lessons learned to assist training audiences in drafting training objectives.
• Support real-time exercise execution as part of the Exercise Control Group.
• Provide budget support, including forecasting and coordination with unit finance teams (NDA required).
• Produce after-action reports and capture lessons learned.
• Prepare trip reports, planning documents, meeting minutes, and other exercise-related documentation.
REQUIRED QUALIFICATIONS
• Active Secret Clearance.
• Minimum 5 years of experience as a DoD exercise planner.
• Experience supporting OSD, Army, or Air Force staffs.
• Experience with the JCIDS process.
• Hands-on experience with the DoD Architecture Framework (DoDAF).
• Experience coordinating with diverse stakeholders to build scenarios, events, timelines, and communication requirements.
• Experience defining support requirements for cyber activities in exercises, experiments, or demonstrations.
• Experience designing, developing, planning, executing, and assessing cooperative exercises with Joint Force Headquarters.
• Ability to brief senior leadership, including General Officers, Flag Officers, or SES-level audiences.
• Strong analytical, organizational, and communication skills (written and verbal).
• Proficiency with Outlook, Excel, Visio, and other Windows-based tools.
• Ability to work independently with minimal oversight and collaborate effectively in team environments.
• Bachelor’s degree (or equivalent experience).
PREFERRED QUALIFICATIONS
• Master’s degree; MBA a plus.
• Project Management Certification (PMP or similar).
• 3–5 years of project management experience.
• Experience with Combined Joint All-Domain Command and Control (CJADC2).
• Knowledge of the Military Decision-Making Process (MDMP).
• Experience developing conceptual architecture products.
• Strong client relationship and stakeholder engagement skills.
