Position: MRAP Tactical Communications & Capability Modifications Support
Location: Langley AFB, VA
Clearance: Secret

Summary: TTC is looking for qualified candidates to support ACC/A4RM in executing tactical and strategic logistics, maintenance planning, configuration management, technical analysis, policy, procedural development, Concepts of Operation (CONOPS), and program management support for the MRAP weapon system.

Responsibilities & Objectives of this Role:
Assist with command level logistics management and analysis planning for the Air Force MRAP program. Integrate warfighter needs by standardizing, developing, and implementing logistics elements to ensure supportability of acquisition and sustainment-based programs.
Support Air Force Policy Directive (AFPD) 10-9 requirements for bed-down, training, maintenance, policy development, and weapon system advocacy.
Provide technical review, operational impact analysis, risk assessment, and configuration control.
Review office projects daily and ensure taskers are being answered prior to the suspense. Ensure proper notifications/updates on taskers are distributed, received, and completed.
Collaborate with ACC Lead Command functionals, Air Force Life Cycle Management Center (AFLCMC), Major Command (MAJCOM) support agencies and base-level leaders/users for effective management, accountability, and sustainment of the MRAP weapon system.
Analyze MRAP program metrics and facilitate interchange of information on requirements, capabilities, deficiencies, and technology applications to maximize weapon system support.
Monitor monthly MRAP fleet mission capable (MC) status utilizing the current AF approved data collection system. Collaborate with field level users to correct platform and MSE capability shortfalls and fleet readiness issues.
Coordinate with AFLCMC/WNZ-MRAP on life cycle management and sustainment issues (i.e., platform accountability, parts and equipment stock listing, temporary and permanent capability/safety modifications, depot maintenance, tech data, MSE integration and maintenance data systems).
Assist in reviewing, updating, and developing policies and procedures for management of the MRAP weapon system and its components.
Assist with staffing actions for temporary and permanent capability modifications for the MRAP weapon system in support of the Air Force Requirements Decision Memorandum (AFRDM) approved user enduring requirements using standard HQ ACC staffing tools and methods.
Coordinate with ACC A5/8/9 (Requirements) and AFLCMC to review, modify, and staff modification and upgrade requests utilizing the AF requirements process (AF Form 1067).
Assist in developing and updating the Requirements Working Group (RWG) an Requirements Review Board (RRB) guidance and coordinate periodic meetings with chartered members to evaluate existing and future MRAP modifications and upgrades.
Assist in the development of future modernization expenditures in coordination with government lead/COR.
Continuously analyze present and future MRAP user requirements, modernization initiatives, and upgrades to platforms and MSE systems.
Prioritize MRAP requirements across the Fiscal Year Defense Plan (FYDP) to maximize system capabilities.
Analyze tactical communications program health and performance to provide advice and recommendations to the government supporting program and logistic solutions.
Provide technical expertise and assist with the management of testing, modification, and fielding of MRAP electronic/communication systems upgrades. These systems include, for example, data link systems, satellite communications (SATCOM) radio systems, Ultra High Frequency (UHF), Very High Frequency (VHF) and High Frequency (HF) radio systems, secure voice/encrypted voice and data systems, electro optical/infrared sensors, electronic countermeasure, and weapons control systems.
Review and analyze technical data and funding information on MRAP MSE projects and modification programs. Examine strategies, processes, resources for improving operational capabilities, and take into consideration the potential contribution of new and emerging technologies.
Assist with equipment modernization requirements and Depot/Field Level modifications of 31 major Electronic/Communication systems for the MRAP weapons systems.
Resolve discrepancies related to maintenance, training, Product Quality Deficiency Report (PQDR) processes, readiness, and sustainability.
Focal point for all MSE warranty issues. Expedite warranty repairs to ensure mission effectiveness.
Assist in developing and coordinating retrofit/modification fielding schedules with AFLCMC and lead command functional users.
Facilitate tests, equipment modifications, and corrections to design deficiencies through evaluation of operational capability of systems/equipment and review of performance data against standards.
Collaborate with MRAP SSM on the review of depot repair Statements of Work (SOW). Provide recommended changes to the government for review and inclusion as required. Ensure planned repair activities meet program objectives and fielding timelines.
Facilitate MSE allocation and transfers between platforms to retain accountability and serviceability.
Advise field level units with maintenance and supply guidance. Report MSE issues requiring engineering or depot support to the AFLCMC for resolution.
Advise MSE field service representatives or equivalent maintenance personnel at base level to up channel and resolve maintenance-specific concerns and discrepancies.
When issued by the MRAP SSM, coordinate and track completion of TCTOs, OTIs, SOUMs, MAMs, and QDRs with MAJCOMs, AFLCMC, and field units.
Assist in developing and updating periodic maintenance inspection checklists.
Ensure all MRAP MSE is properly cataloged and forecasted in terms of future funding requirements.
Assist in the development of periodic maintenance inspections checklist for all onboard MSE.
Prioritize MRAP MSE initiatives to ensure efficient use of available funds to support MRAP enduring training and operational requirements for the MRAP weapon systems.
Knowledge, Skills, Abilities and Competencies:
Have a minimum of three (3) years’ experience in the last six (6) years as a subject matter expert (SME) at a MAJCOM Headquarters (or equivalent) within Vehicle Management, Material Management, or an Aircraft Weapon System Team (WST) is preferred.
Demonstrate proficiency with Microsoft Office Suite. This experience and/or technical education can be satisfied via college transcript, training certificate, or on the job experience.
Have excellent oral and written communication skills. Possess the ability to effectively present briefings to a full range of audiences to include senior military and civilian officials.
Have bachelor’s degree or ten (10) years of tactical communications and capability modification experience.
Four (4) years’ experience within the last eight (8) years with tactical communications.
Have four years (4) experience with the processes outlined in AFI 10-601 Operational Capabilities Requirements Development and AFI 63-131 Modification Management.
Four (4) years of experience within the last eight (8) years in developing and executing maintenance and operations schedules/plans is required.
Four (4) years of experience within the last eight (8) years managing data link systems, SATCOM radio systems, UHF/VHF/HF radio systems, secure voice/encrypted voice and data systems, electro optical/infrared sensors, electronic countermeasures, and weapons control systems.
Four (4) years of experience within the last eight (8) years ensuring equipment status is properly reported and maintained IAW HQ directives.
Possess a Secret security clearance.

Physical Requirements:

Must be able to remain in a stationary position up to 50% of the time.
Must be able to operate a computer and other office productivity machinery directly related to position.
Must be able to exchange information effectively with leadership, development teams, and product managers.
Must be able to observe details at close range.
