The Acquisition Support Specialist will provide a wide range of acquisition and management support services, ensuring the successful execution of acquisition strategies and procurement activities. This role assists in preparing documentation, conducting market surveys, and participating in key procurement and contract management processes. The candidate will leverage their expertise in proposal evaluation, contract negotiations, and life cycle management to meet the operational needs of various programs.
Key Responsibilities:
Provide management and acquisition support to branch managers and other key stakeholders.
Assist in the planning, organizing, and managing branch workload and program activities.
Participate in meetings to resolve contractual and programmatic issues.
Support market surveys for new procurement initiatives.
Assist in preparing and reviewing acquisition documents, including Acquisition Plans, Statements of Work, and Screening Information Requests (SIRs).
Develop AMS-compliant documentation to ensure timely achievement of acquisition milestones.
Provide strategic advice and support in program management, contracting, acquisition planning, and implementation.
Contribute to SIR development, evaluation plan preparation, and proposal evaluations.
Assist in source evaluation processes and support strategy development, requirements analysis, and contract implementation.
Assist in preparing and reviewing task orders, contract modifications, technical requirements, and pricing documents.
Review contractor proposals, develop discussion questions, and provide technical assessments and award recommendations.
Support the development of negotiating positions and counteroffers.
Assist in preparing Independent Government Cost Estimates (IGCEs) and Business Case Analyses (BCAs).
Review industry feedback and prepare responses to inquiries from prospective offerors.
Participate in source selection activities, including the review of management, technical, and cost proposals.
Conduct cost and price analysis to determine fairness and reasonableness of contract proposals.
Support post-award contract management, including digitization, problem resolution, and alternative development.
Assist with debriefing unsuccessful offerors and support post-award activities as required.
Qualifications:
Experience in Federal Procurement and Acquisition: Expertise gained from providing contract execution, cost estimation, and source selection support for large federal customers, including the Department of Homeland Security, Department of State, and Department of Interior.
Proposal Evaluation and Source Selection: Extensive experience in proposal evaluation, conducting cost and price analysis, and making recommendations for contract awards.
Contract Negotiation and Execution: Proven track record in negotiating complex commercial and defense procurement contracts, supported by roles at WeWork and within defense procurement.
Cross-functional Team Collaboration: Skilled in working across divisions, collaborating with contracting officers, engineers, finance, and legal departments.
Certifications and Clearances: Certified Professional Contracts Manager (CPCM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified
