V2X Mobile Sensors Management Office (MSMO) is seeking an experienced Project Manager to support maintenance planning, repair execution, and shipyard availability coordination for the USNS Howard O. Lorenzen. This role is responsible for overseeing maintenance activities, coordinating shipyard work packages, and ensuring mission equipment systems remain operational and compliant with regulatory

standards. The Project Manager will serve as the primary technical liaison between the Ship Operations Manager, Engineering leadership, and external industrial support providers to ensure timely and effective completion of maintenance and repair activities.

This position involves OCONUS travel; ~20-25%

Responsibilities include:
  • Plan, coordinate, and execute shipyard repair and maintenance work packages supporting the mission equipment.
  • Oversee planned the program's maintenance schedules, drydock availabilities, and repair planning for the mission equipment systems.
  • Develop technical repair specifications and work scopes for shipyard/industrial contractors.
  • Provide technical oversight of subcontractors, shipyards, and service technicians performing repair and maintenance work on the mission equipment.
  • Coordinate closely with the Ship Operations Manager, Mechanical Lead, and Engineering leadership to identify maintenance and industrial support requirements.
  • Prepare repair cost estimates and technical documentation for maintenance actions.
  • Track and report project status, technical progress, and repair completion milestones.
  • Serve as the technical liaison with government engineering and port engineers.
  • Ensure all repair documentation, completion certificates, and project closeout records are properly maintained.
  • Support the MSC Transportation Alterations (TRANSALTs) process, as required.
  • Travel OCONUS as needed to support shipyard availabilities and project execution.
  • Additional job duties as assigned.

Required Qualifications:
  • Active DoD Secret clearance
  • Ability to pass a Mariner's Physical.
  • Experience supporting commercial or government vessel maintenance and repair operations.
  • Experience coordinating shipyard maintenance periods, repair availabilities, or drydock projects.
  • Ability to read and interpret technical drawings, engineering manuals, and system schematics.
  • Familiarity with maritime regulatory organizations such as ABS, USCG, or equivalent classification societies.
  • Strong written and verbal communication skills.
  • Proficient in Microsoft Office tools (Excel, Outlook, Word).
  • Must have a valid US Passport.

Desired Qualifications:
  • Previous experience as a Port Engineer or Vessel Maintenance Manager
  • Experience managing complex shipyard repair projects.
  • Background coordinating work with shipyards, industrial contractors, and marine engineering teams.

Education Requirements:
  • A degree in Marine Engineering, Mechanical Engineering, Naval Architecture, or related field preferred.

Equivalent experience in marine engineering, vessel maintenance management, or shipyard operations may be substituted.
