Job Description:
Semper Valens Solutions is seeking a Life Cycle Logistician to provide comprehensive logistics, sustainment. industrial base, and Supply-Chain Risk Management (SCRM) expertise in support of a Capability Portfolio Executive Office (CPE), Project Manager (PMs), and Product Offices. This role ensures that acquisition programs deliver fully supportable, affordable, and secure capabilities across the system life cycle.
This role integrates sustainment, industrial base health, and SCRM considerations into program strategies, technical baselines and milestone decision to enhance Army readiness and reduce risk

Job Duties
Life Cycle Logistics Integration within the CPE
- Serve as the logistics integrator for assigned PM/Product offices, ensuring alignment with CPE priorities and Army acquisition policy.
- Develop and maintain Life Cycle Sustainment Plans (LCSPs) for ACAT I-IV programs, incorporating industrial base and SCRM considerations.
- Provide logistics and sustainment input to milestone reviews, acquisition strategies and CPE-level decision forums.
- Coordinate with CPE headquarters staff (engineering, business, cybersecurity, test, fielding) to ensure logistics equities are represented.
Industrial Base Analysis & Sustainment
- Assess the health, capacity, and resilience of the industrial base supporting assigned systems, including prime contractors and critical sub-tier suppliers.
- Identify risks related to single/sole-source suppliers, foreign dependencies, production bottlenecks, and obsolescence.
- Support development of industrial base mitigation strategies, including alternate sourcing, technology refresh, and long-term sustainment planning.
- Coordinate with Army Materiel Command (AMC), OSW Industrial Base teams, and sustainment command to ensure industrial base readiness
Supply Chain Risk Management (SCRM)
- Conduct supply chain risk assessments in accordance with DoDI 5200.44, Army SCRM policy, and CPE guidance.
- Identify vulnerabilities related to counterfeit parts, cybersecurity threats, foreign ownership control influence (FOCI). and fragile suppliers.
- Track and mitigate supply chain risk through coordinated actions with engineering. contracting, cybersecurity and program protection team
- Support development of SCRM artifacts for milestone decisions, program protection plan, and sustainment documentation.
- Monitor vendor performance. supply chain disruption, and long-lead items to ensure readiness for production, fielding and sustainment.
Sustainment & Product Support Planning
- Industry Product Support Analysis (PSA)- and ensure alignment with the 12 Integrated Product Support (IPS) elements.
- Develop provisioning, supply support and maintenance planning artifacts, integrating industrial base and SCRM considerations.
- Coordinate with AMC, CECOM, TACOM, depots and other sustainment organizations to ensure long-term supportability.
- Support depot maintenance planning, repair strategies and sustainment transition activities.
Data Analysis & Reporting
- Maintain logistics metrics, readiness data, industrial base assessments. and SCRM dashboards for PM and CPE leadership.
- Prepare briefings, white papers. and reports for milestone reviews, CPE updates and senior leadership engagements.
- Analyze sustainment cost driver, supply chain vulnerabilities, and industrial base constraints to recommend improvements
Requirements Qualifications
- Active Secret security clearance is required.
- U.S. Citizenship is required.
- Experience supporting Army acquisition programs within a CPE environment
- Knowledge of DoD and Army logistics policies including AR 700-127. AR 750-1. DoDI 5000.91, and DoDl 5200.44.
- Familiarity with the 12 Integrated Product Support (IPS) elements and Product Support Manager (PSM) responsibilities.
- Experience with industrial base analysis, supply chain risk management or program protection.
- Experience with Army logistics systems (GCSS-Army. LMP, AESIP, LIW, FEDLOG).
- Strong understanding of sustainment planning, provisioning. and maintenance concepts
- Excellent communication, documentation, and stakeholder coordination skills.
Preferred Qualifications
- DAWIA/DAU Life Cycle Logistics certifications (Level I-III or equivalent).
- Experience with industrial base assessment, obsolescence management or SCRM tools.
- Knowledge of Army tactical systems, mission command system, or enterprise software sustainment.
- Certifications such as PMP, Lean Six Sigma, or SCRM-related credentials.
