Duties

  • Exercises supervisory personnel management responsibilities at least %25 of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Plans, organizes, and directs the activities of organization Protocol, ensuring that installation Flightline and Events/Visits functional areas, as well as, the organization's world wide network of geographically separated units' protocol activities comply with legal and regulatory requirements and meet customer needs.
  • Represents the organization with a variety of installation functional area organizations. Establishes, develops and maintains effective working relationships with high rankling officials.
  • Lead agent for orchestrating business and social events supporting industry/Air Force/ Space Force collaborative efforts, academia and research activities.
  • Manages courtesy calls and regularly scheduled executive level meetings. Responsible for the office set up for certain dignitary courtesy calls with Delta/CC or other FOW members.

  • Must be able to obtain and maintain a SECRET security clearance
  • Position may require unusual work schedules at times; work after normal duty hours is expected, and should be anticipated
  • Position is physically demanding; member must be able to stand for long periods of time, running and moderate lifting is expected
  • Position is mentally demanding; position requires incumbent to know the rules of protocol and resolve problems quickly; member must think quick on his or her feet, and apply tact and diplomacy in all situations

  • This position may require the employee to occasionally travel away from the normal duty station to perform the protocol mission. Employee must be willing to travel on military or commercial aircraft
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include: 1)Leading, overseeing, guiding and managing Protocol programs and projects. 2)Skills in critical thinking in identifying, analyzing, and solving complex issues. 3)Planning, organizing and directing the organization Protocol program. 4) Establishing policies and procedures for accomplishment of all aspects of the organization flightline and events/visits Protocol programs. 5) Setting and distributing work priorities to be accomplished by subordinates. 6) Recruiting, developing and retaining quality team members .7) Meeting with key customers and coordinating officials to assess customer satisfaction, explain policies and procedures and resolve any problems that may arise.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the concepts, principles and practices of a protocol program.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing. Ability to inspire, motivate and guide others toward goal accomplishment.
5. Skill in handling time management; adapt to various changes, and to not draw attention to protocol problems. Knowledge of Air Force, other services' protocol, and other countries' protocol.
6. Skill interpersonal communications; applying tact and diplomacy, and manners at all times, and articulating in advising senior leaders on appropriate protocol measures. Expert knowledge of and ability to apply protocol order of precedence, flag protocol, drills and ceremonies, and formal dining procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
