As a PROGRAM ANALYST at the GS-0343-13/14 some of your typical work assignments may include:
  • Analyzing, advising and overseeing the development, integration, and submission of DHRA's program review, program objective memorandum (POM), and issue papers ensuring strategic alignment with the priorities and goals of the Director, and Deputy Director, DHRA.
  • Supporting the strategic priorities and goals of the Director, and Deputy Director, DHRA, and DHRA Program leadership.
  • Coordinating and integrating OSD and DHRA policies and guidance which affect his/her assigned DHRA Programs and recommends changes, expansion, or revision as needed.
  • Conducting strategically informed reviews of organizational issues across the DHRA enterprise involving requirements development and prioritization, planning, financial management, human resources, acquisition, logistics, information technology, legal review and policy considerations; identifying deficiencies; evaluating solutions; providing guidance and recommending courses of action.
  • Reviewing, analyzing, and integrating requirements upon which recommendations are made with respect to continuing, expanding, reducing, or eliminating various programs and/or capabilities at resourcing decision points within the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
  • Working closely and collaboratively within the DHRA Comptroller Office on determining funding controls across the enterprise for specific programs or requirements.
  • Serving as a representative at staff briefings and working groups, or on special committees to furnish advice and guidance and keep the DHRA Leadership, other Government officials, officials of private industry, and serviced activities informed of changes, mission impact, implementing issuances, and authority to enact policy change.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Assessing, analyzing, evaluating and recommending the development of program requirements affecting multiple complex programs in support of the Planning, Programming, Budget, & Execution (PPBE) process.
  • Performing special studies, reviews, and leading working groups to derive savings for higher priority requirements.
  • Using automated tools to perform data analysis and make recommendations to prioritize requirements.
You may qualify at the GS-13, if you possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Assisting with performing data analysis of program review and evaluation.
  • Identifying areas for review and inefficiencies for remedy through data collection and study results.
  • Interpreting higher-level guidance to develop and draft organizational instructions, standard operating procedures, and desk guides for program review and POM development.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
