SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes Managing daily operations for Information Assurance and Computer Network Defense to include certification, accreditation, technical security, policy, assessment, training and budget lifecycle. Experience in classified, DOD compartmented Special Access Programs (SAP) supporting special operations during missions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of DOD, U.S. Cyber Command, CJCS, National and Military Services guidelines on IA
readiness reporting and system planning; system applications used for implementation of IA tools; computer security, information system security, network security, computer network defense, information assurance, and information protection technologies, architectures, standards, systems, hardware, and software.
2. Mastery of USSOCOM and Component command structure, organization, mission, doctrine, and equipment; and
command structure, organization, and mission for IA and CND support organizations; expert knowledge of TSOC
and USSOCOM Component organizations IA requirements.
3. Expert knowledge of SOF communications procedures and networks in support of JCS crisis action planning and notification for exercises and contingency operations; understand related network and IA impacts to supporting processes; knowledge of DOD and commercial (U.S. and international) communications and IA procedures and networks required to satisfy USSOCOM IA requirements; knowledge and experience in classified, DOD compartmented Special Access Programs (SAP) supporting SOF during special missions; knowledge of DOD Communications Security (COMSEC), Physical Security, and Operational Security regulations, requirements, and procedures; in-depth knowledge of program management process to include Mission Need Statements (MNS) and acquisition requirements documents.
4. Very strong ability to effectively communicate technical and administrative information both orally and in writing; strong leadership skills; ability to lead diverse teams to identify problems, formulate alternatives, select a course of action, and implement a solution; strong ability to work under pressure and with minimal supervision/direction; ability to make sound, logical decisions; and motivate and guide others toward goal accomplishment. Ability to coach, mentor, and challenge subordinates.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
