Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Protecting and defending information and information systems in order to ensure confidentiality, integrity, and availability through application of network defense monitoring and vulnerability analysis tools.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Customer Support Work that involves planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training in response to customer cybersecurity requirements.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization and explaining technical details of a problem to higher level supervisors in a way that is understandable.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: assessing cybersecurity readiness of a system, identifying non-compliance with cyberecurity standards, and determining solutions for corrective actions
(GS-12) In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector:

- You will provide oversight of the Information Assurance Vulnerability Management (IAVM) process for MSC Afloat commands
- You will provide program management of the MSC Cybersecurity program to ensure enterprise-wide compliance and implementation of cybersecurity requirements.
- You will interpret, create, disseminate, and enforce cybersecurity policy for MSC Afloat commands
- You will ensure security improvement actions are evaluated, validated, and implemented.

- Experience serving as an Information Systems Security Manager (ISSM) or senior cybersecurity specialist within a Navy legacy system environment.
- Experience demonstrating proficiency aligned with the Cyber Workforce role 722 for Information Systems Security Managers at the intermediate level.
- Experience conducting and managing cybersecurity compliance assessments, vulnerability scanning, and remediation using tools like SCAP, ACAS, ESS, VRAM, and MECM.
- Experience validating and tracking afloat system patch levels and compliance requirements in coordination with Fleet Cyber Command and DISA.
- Experience maintaining familiarity with Military Sealift Command (MSC) ships, afloat network architectures, and unique shipboard operational constraints.
- Experience operating independently with minimal supervision to coordinate cybersecurity efforts between shipboard personnel, MSC stakeholders, and external organizations.
