Position Description (PD) for MarkLogic/CSO Subject Matter Expert (SME)
Position Title: MarkLogic/CSO Subject Matter Expert (SME)
Status: Permanent/Full-Time
Location: On-site (N. Charleston, SC) preferred, remote considered
Scope of Work: The role will support the Cloud Engineering, Transition, and Modernization Support Services (CETM) for Naval Information Warfare Center Atlantic (NIWC Atlantic) in support of the Marine Corps Applications and Hosting Services (MCAHS) Integrated Product Team (IPT). The scope of work includes application analysis, security requirements analysis, documentation, virtualization, modernization, technical engineering, migration scheduling, business process reengineering, data preparation, migration planning, interface transition planning, training on Cloud Service Offerings (CSO) environment, service transition planning, cutover planning, back out planning, and go-live support. This support also requires associated transition and/or modernization support services to migrate legacy systems from their current hosting environments. This position requires significant experience in MarkLogic.
The ideal candidate for this position will have experience with DevSecOps software development approach and the Cloud Foundry open-source platform for application development. Additionally, this MarkLogic/Containerization SME must effectively employ the five C’s: communication, collaboration, core competencies, and character.
Duties & Responsibilities:
• Act as the primary MarkLogic SME for the CETM/Marine Corps Business Operations Support Services (MCBOSS) team.
• Provide expertise for containerization and the MarkLogic product to support deployment, operation, and maintenance activities for important MCBOSS application systems.
• Experience developing, operating, and maintaining Continuous Integration / Continuous Delivery (CI/CD) pipelines
• Candidates must demonstrate direct operational responsibility for the MarkLogic platform itself, not just consuming data from it. Specific experience includes:
MarkLogic Platform Management
• Administer, maintain, and upgrade MarkLogic Server clusters across development, test, staging, and production environments
• Perform version upgrades, patch management, and platform health monitoring
• Configure and optimize MarkLogic databases, forests, app servers, and cluster topology
• Manage MarkLogic replication, backup/recovery, and disaster recovery procedures
• Implement and maintain MarkLogic security configurations including role-based access control, document-level security, and query-based security
• Optimize database performance through indexing strategies, merge policies, and memory/cache tuning
• Configure and maintain MarkLogic Data Hub Framework for data integration workflows
Infrastructure Automation & DevSecOps
• Design and implement automated deployment pipelines for MarkLogic cluster provisioning and application deployments
• Develop and maintain Terraform infrastructure-as-code for MarkLogic hosting environment including cluster configuration, load balancers, and storage
• Create CI/CD workflows incorporating security scanning, compliance validation, and automated testing of MarkLogic applications
• Implement practices for version-controlled infrastructure and configuration management
• Develop automated deployment scripts for MarkLogic Configuration Management
• Build automated health checks, failover procedures, and disaster recovery automation
• Configure and maintain Fluent D (Fluentd) for centralized log aggregation from MarkLogic clusters
• Develop custom Fluent D parsers and filters for MarkLogic-specific log formats
• Troubleshoot network connectivity issues within MarkLogic clusters and between application tiers
• Support Authority to Operate (ATO) processes and compliance audits specific to data platforms
• Document comprehensive technical architecture including cluster topology, database designs, data flows, integration points, and security controls
• Create and maintain runbooks, standard operating procedures, and troubleshooting guides
Requirements/Experience:
• Bachelor’s degree in quantitative field such as engineering or mathematics
• Required Agile Developer Certification or Certified Scrum Developer certification.

• 3+ of professional experience with research, design, and development of computer and network software or specialized utility programs which may include database maintenance within an application area.
• Direct experience implementing MarkLogic.
• Advise leadership and other SMEs regarding proper application and use of MarkLogic
• Proactively identify potential issues and provide recommended solutions.
• Communicate effectively with different stakeholders of varying technical expertise and translate business requirements into technical specifications.
• Effectively collaborate with technical and non-technical teams and people.
• Multitask, prioritize, and manage time efficiently.
