Cyberspace Workforce Manager
Location: Falls Church, VA (Hybrid)
Clearance Level: Active DoD Secret Security Clearance
Summary:
The Cyberspace Workforce Manager is responsible for leading and managing the Navy Medicine Cyberspace Workforce Program to ensure alignment with DoD standards, mission objectives, and regulatory requirements. This role oversees workforce governance, compliance monitoring, qualification tracking, and strategic workforce planning to ensure a mission-ready cyber workforce.
The Cyberspace Workforce Manager provides leadership, policy direction, and program oversight while serving as the primary liaison between stakeholders, senior leadership, manpower representatives, and training organizations. This position plays a critical role in ensuring workforce readiness, accountability, and continuous improvement across Navy Medicine cyberspace functions.
Services to be performed include, but are not limited to:
• Lead, develop, and manage the Navy Medicine Cyberspace Workforce Program in alignment with DoD guidance and strategic objectives.
• Develop and maintain the Cyberspace Workforce Management and Qualification Plan.
• Monitor compliance with workforce program requirements and implement corrective actions as needed.
• Establish and track program metrics to assess workforce readiness, qualifications, and position alignment.
• Oversee standardized cyber position descriptions based on approved cyber work roles.
• Coordinate with manpower and training representatives to ensure accurate workforce data reporting within personnel systems.
• Draft and implement workforce-related policies, procedures, and governance documentation.
• Analyze workforce data to identify gaps, trends, and improvement opportunities.
• Establish processes to track and resolve stakeholder inquiries and workforce-related issues.
• Provide regular status updates and briefings to senior leadership.
• Foster communication and collaboration across stakeholders to ensure program accountability and alignment.
• Perform additional duties in support of workforce program objectives.
Required Education and Experience:
• Minimum of three (3) years of experience in DoD programs or projects related to cyberspace or cybersecurity workforce management.
• Experience in Federal or DoD policy development and implementation.
• Demonstrated ability to manage programs independently and provide strategic leadership.
• Strong written and verbal communication skills with experience briefing senior leaders.
Education Requirements:
• Bachelor’s Degree in Information Technology, Resource Management, Communications, Finance, or a related field.
Desired Skills and Knowledge:
• Expertise in workforce planning, position qualification standards, and compliance tracking.
• Proficiency with manpower and personnel information systems.
• Knowledge of the National Cybersecurity Workforce Framework and associated work roles and KSAs.
• Familiarity with DoD or Navy Medicine operational environments.
• Experience within the Military Health System (MHS).
• Advanced proficiency with Microsoft Office Suite for data analysis, reporting, and executive briefings.
• Ability to analyze workforce data and develop actionable recommendations.
