Summary:
The primary purpose of this position is: to conduct USNORTHCOM missions, focused on Defense Support of Civil Authorities (DSCA), Homeland Defense (HD), and Theater Security Cooperation (TSC) to the Operations Directorate in support of US Northern Command (NORTHCOM) and Headquarters Department of the Army (HQDA) operations. Incumbent is responsible for developing shared situational awareness with a full spectrum of mission partners, making joint readiness level and assessment recommendations, and advising and assisting leadership in the execution of all operational matters and procedures. The incumbent is fully prepared and trained to assume the additional responsibilities required in response to Homeland Defense, Civil Support, and Theater Security Cooperation missions.

Duties:
  • Conducts Operations Support to the Operations Directorate for Operations, Exercises and Events (OEE) conducted at the national and local level in support of NORTHCOM & HQDA Operations Orders (OPORDS) during normal and contingency operations.
  • As a current operations analyst, the employee carries out time-critical actions dictated by decisions in response to a wide range of possible threats, including joint actions and the deployment of reaction forces.
  • Directs and coordinates the commands Emergency Alert Program for the Headquarters Staff; Provides administrative oversite of the Mass Notification System and Command Recall program.
  • Represents JTF-NCR with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with operational counterparts at the strategic level, other JTF-NCR directorates, and MAJCOM Executive Advisors.
  • Plans, organizes, and carries out the activities of the Operations Directorate Task Management (TM) Program; ensures tasks assigned to the JTF-NCR by HQDA & NORTHCOM are received, assigned and completed IAW Headquarters (HQ) directives and suspense's.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
  • IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Management Positions Series 0301.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes My specialized experience includes Knowledge of a military agency's Services functions policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives, and administrative operations; Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods; Knowledge of Knowledge Management (KM), Case Management (CM), and Customer Relationship
Management (CRM) concepts, processes, tools, foundation technologies, methodologies, and best practices; Knowledge of configuration management principles and techniques to include planning, identification and evaluation to provide technical and administrative direction and oversight of information technology assets during the system development life-cycle; Knowledge of information technology program management theories, principles, and practices to carry out responsibility for knowledge information systems and programs including life-cycle processes, development, testing, acquisition, deployment, and support; Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, and techniques.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a military agency's Services functions policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives, and administrative operations.

  • Ability to react in a high stress environment to intense operations; make critical characterization judgments, formulate recommendations that may have major national impact/consequences; and transmit those recommendations to very high levels of national authority.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
