Summary:
The primary purpose of this position is to work under direct supervision of the Director, Korea Air Simulation Center (KASC), Seventh Air Force. As the Deputy Director, advises on the planning and execution of all simulation air support for all exercises from theater through small unit level for the republic of Korea (ROK)/United States (US) Combined Forces Command; United States Forces, Korea; Seventh Air Force; and other US and allied organizations. Manages overall tactical operation of the KASC and strategic planning including manning and tasking: supervising GSs, assessing contractor's performance, simulation exercise planning TDYs, funding for execution manning for GSs and contractors, GS recruit and fill, GPC documentation and facility relocation planning. The Deputy Director also establishes policies and directives necessary to effectively accomplish KASC objectives. Work is reviewed in terms of fulfillment of exercise objectives, effect of advice on exercise enhancements, and influence on the overall exercise program.

Duties:
  • As Deputy Director, analyzes and evaluates the application of Simulation Technology.
  • Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
  • Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
  • Analyzes major Air Force M&S programs to support planning, programming, and exercise processes to facilitate the implementation of M&S structure for exercise executions.
  • Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure corporation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • Work will require frequent and/or long term CONUS or OCONUS travel away from the normal duty station.
  • Prior military experience is critical to the successful completion of the work.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require 12 hour shifts.
  • The work may require the employee to drive a motor vehicle. A valid driver's license is required for the position.
Qualifications

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, flying training systems both manned and unmanned, foreign military sales, acquisition, PPBS, special operations, or similar operations; mastery of advanced management and organizational principles and practices to plan, organize, direct and lead team work to implement management goals; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events or studies and analyses that require a team effort.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations.
  • Knowledge of Air Force, Joint Doctrine, Techniques, and command program goals and objectives; the sequence and timing of key operational events and milestones methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
  • Knowledge of the application of Air Force operational expertise as it applies to assigned programs; and assigned weapons systems to include Joint/Combined Air Operations Center, Command and Control functions, organization, and processes Ability to plan, organize, and direct the operation of a medium-sized organization, and to mentor, motivate, and appraise a staff of workers.
  • Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and military contingency areas. In-depth knowledge of simulation federations networks across the spectrum of Live, Virtual, and Constructive to include a working knowledge of Joint Live Virtual and Constructive (JLVC) and Joint Land Component Constructive Training Capability (JLCCTC) federations.
  • Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good working relationships.
  • Knowledge and skill with current C4I systems and exercise simulation models in the Air Force Modeling and Simulation Training Toolkit (AFMSTT) and Air, Space and Cyberspace Constructive Environment (ASCCE). In-depth knowledge of Air Operations Center (AOC) procedures and operations. Strong working knowledge of the Air Tasking Order (ATO) preparation and execution process. Knowledge of the airborne and ground elements of the Theater Air Control System and the procedures and processes executed by a USAF fighter Wing during times of conflict.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
