Blu Omega is seeking Domestic Mergers & Acquisitions (M&A) Analysts / Strategic Advisors to support national security reviews of domestic investments, acquisitions, and technology-related transactions that may impact the U.S. defense industrial base and broader national security interests.
This role supports analysis and policy development related to foreign ownership, control, or influence (FOCI), emerging technologies, telecommunications infrastructure, and technology transfer risks. Analysts will conduct due diligence, evaluate risks associated with foreign participation in U.S. companies and infrastructure, and develop recommendations to inform Department of Defense leadership decisions.
The position is open to intermediate and advanced candidates, with responsibilities scaling based on experience. Candidates with strong analytical, policy, or technology-focused backgrounds are encouraged to apply.
Location:
Mark Center (Alexandria, VA) and/or the Pentagon (Arlington, VA)
This role requires regular in-person attendance. Telework may be available at the discretion of the government.
Clearance Needed:
Active Top Secret clearance (SCI eligibility preferred).

Responsibilities:
- Conduct national security reviews of domestic mergers, acquisitions, and investment transactions involving technology companies, telecommunications infrastructure, and related sectors.
- Review documentation associated with transactions, including corporate ownership structures, FCC license applications, cybersecurity policies, physical security controls, and U.S. government contracting relationships.
- Evaluate risks associated with foreign ownership, control, or influence (FOCI) and assess potential impacts to U.S. national security, including communications infrastructure, supply chains, personal data protection, and cybersecurity.
- Conduct independent due diligence and research, leveraging both open-source and classified information to support case analysis and risk assessments.
- Identify and analyze emerging technologies and industry trends that may affect national security risk assessments and foreign investment activity.
- Develop analytical products, including risk assessments, policy recommendations, briefing materials, and decision memoranda for Department of Defense leadership.
- Recommend risk mitigation strategies to address national security concerns associated with technology-driven transactions.
- Support the development and improvement of policies, methodologies, and analytical frameworks related to foreign investment and technology risk assessments.
- Collaborate with DoD components and interagency partners to coordinate transaction reviews and share analytical insights.
- Lead or support research initiatives examining technological developments, market trends, and evolving threats relevant to the defense industrial base.
Qualifications:
- Bachelor's degree in international relations, national security studies, economics, engineering, cybersecurity, political science, business, or a related field.
- Experience conducting analytical research, risk assessments, or policy analysis related to foreign investment, technology security, national security, or economic security issues.
- Familiarity with foreign ownership, control, or influence (FOCI) concepts and risks associated with technology transfer and foreign investment.
- Strong ability to analyze complex technical, business, and policy information and produce clear written analysis and recommendations.
- Experience preparing briefing materials, reports, or memoranda for senior government stakeholders.
- Ability to work collaboratively across government organizations and interagency partners.
- Active Top Secret clearance with eligibility for SCI access.
Nice to Have:
- Experience supporting CFIUS, foreign investment review processes, or economic security programs.
- Knowledge of emerging technologies, telecommunications infrastructure, artificial intelligence, cybersecurity, or advanced manufacturing sectors.
- Familiarity with FCC licensing processes or telecommunications regulatory frameworks.
- Experience evaluating supply chain risks, technology transfer concerns, or defense industrial base issues.
- Background in engineering, technology policy, or technology-focused research and analysis.
- Master's degree in a relevant field.
