Blu Omega is seeking Information and Communications Technology and Services (ICTS) / Outbound Investment Analysts to support national security reviews of technology-related transactions involving foreign entities and U.S. investments abroad. This role focuses on assessing risks associated with foreign adversary access to critical technologies, communications infrastructure, and sensitive data.
Analysts will evaluate transactions involving ICTS products and services, assess outbound investments by U.S. persons into entities located in countries of concern, and support policy and analytical efforts designed to mitigate risks to U.S. national security. The position involves research, due diligence, interagency coordination, and the development of analytical products for Department of Defense leadership.
We welcome candidates at both intermediate and advanced levels, with responsibilities scaling based on experience.
Location:
Mark Center (Alexandria, VA) and/or the Pentagon (Arlington, VA)
Regular on-site presence is required. Telework may be available at the discretion of the government.
Clearance Needed:
Active Top Secret clearance (SCI eligibility preferred).

Responsibilities:
- Review and assess transactions involving Information and Communications Technology and Services (ICTS) that may present national security risks associated with foreign adversary involvement.
- Identify and refer transactions involving potential foreign adversary exploitation of ICTS infrastructure, technology, or services.
- Evaluate risks related to technology transfer, supply chain vulnerabilities, cybersecurity threats, and proximity to sensitive U.S. government or defense systems.
- Conduct independent due diligence and research, using open-source and classified information, to assess risks associated with foreign ownership, control, or participation in ICTS-related activities.
- Analyze potential national security implications involving communications infrastructure, network resiliency, supply chain exposure, personal data protection, and cybersecurity.
- Review notifications involving certain types of outbound investments by U.S. persons into entities located in or subject to the jurisdiction of countries of concern.
- Develop analytical products, including risk assessments, case summaries, policy memoranda, briefing materials, and decision support documents for Department of Defense leadership.
- Prepare written analysis and recommendations for interagency review and policy decision-making.
- Collaborate with DoD stakeholders and interagency partners to support transaction reviews and policy coordination.
- Contribute to the development and evolution of ICTS security policies and outbound investment security initiatives.
Qualifications:
- Bachelor's degree in international relations, national security studies, cybersecurity, political science, economics, engineering, or a related field.
- Experience conducting research, analysis, or policy support related to national security, technology security, economic security, or foreign investment.
- Understanding of risks associated with foreign ownership, technology transfer, supply chains, and cybersecurity vulnerabilities.
- Ability to synthesize complex information into clear analytical products and recommendations for government stakeholders.
- Experience preparing briefings, analytical reports, or policy memoranda.
- Strong analytical, research, and written communication skills.
- Ability to collaborate with interagency and cross-organizational teams.
- Active Top Secret security clearance with eligibility for SCI access.
Nice to Have:
- Experience supporting ICTS transaction reviews, economic security initiatives, or foreign investment review processes.
- Familiarity with emerging technology sectors, telecommunications infrastructure, or cybersecurity policy.
- Knowledge of export controls, supply chain security, or technology protection policies.
- Experience analyzing foreign adversary economic or technology strategies.
- Prior experience supporting Department of Defense or interagency policy development.
- Master's degree in a relevant field.
