Piper Companies is seeking a Senior Operations Manager to support a high-visibility shipyard infrastructure and modernization program through On-Site work in Washington, DC. This role partners closely with executive leadership and program offices to drive policy, strategy, governance, and cross-functional execution across a complex defense program.
Responsibilities of the Senior Operations Manager:
• Provide executive-level program oversight-scheduling, risk, quality, and strategic planning-driving progress toward major Gate/Milestone events (e.g., Gate 4/5; Milestones B/C).
• Lead enterprise planning activities and develop decision-ready briefings, reports, audits, and metrics that improve operational effectiveness across multiple shipyard functions.
• Serve as a liaison among program leadership, shipyard departments, and external stakeholders-coordinating strategic communications, workforce and financial analyses, and governance reviews.
• Establish and mature methods to prioritize and track deliverables; champion continuous process improvement and innovative practices across the program.
Qualifications of the Senior Operations Manager:
• 10+ years managing NAVFAC programs (required); additional NAVSEA or SEA04 executive program management experience is a plus.
• Demonstrated knowledge of shipyard operations and maintenance, with hands-on experience supporting planning, purchasing, and/or MILCON activities.
• Proven expertise with ACAT/MDAP processes, including preparing leaders for gate reviews and milestone decisions.
• Exceptional briefing and stakeholder engagement skills at senior levels (O-6 and above); able to operate independently and manage multiple priorities.
• Must be eligible to obtain/maintain Secret-level security clearance
• Bachelor's degree required, Master's degree preferred
Compensation of the Senior Operations Manager:
• Salary Range: $140,000 - $170,000 (based on experience)
