  • Directs and manages the Command, Joint Manpower Program (JMP) and its subordinate units consisting of military, civilian and contractor positions.
  • Directs and manages the Command, Joint Manpower Program (JMP) and its subordinate units consisting of military, civilian and contractor positions.
  • Directs and manages the Command and its subordinate units consisting of military, civilian and contractor positions, subordinate unit commands and staff organizations to determine manpower requirements for assigned missions and tasks.
  • Leads efforts, assists and advises staff directors and unit commanders in determining their manpower requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment urinalysis screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1. analyzing, developing, and documenting force structure requirements using authoritative databases while applying strategic guidance to determine appropriate organizational structures for units of action; AND
2. conducting organizational analysis to identify and assess capability gaps, risks, and readiness impacts and evaluating how those changes in manning and unit design affect the ability to perform assigned missions; AND 3. preparing and presenting force structure recommendations, findings, and impact statements to leaders to build consensus and support decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
