Alutiiq, LLC a wholly-owned subsidiary of Afognak Native Corporation is seeking a Chief Operating Officer (COO) to join our executive leadership team and drive operational excellence, profitable growth, and enterprise-wide performance across Alutiiq LLC. The COO has direct executive oversight of the Federal Contracting Division, ensuring exceptional execution of government contracts while aggressively pursuing strategic growth across DoD and civilian agency markets.

This role is both an operational leader and a growth architect - accountable for scaling revenue, expanding contract portfolios, improving win rates, and enhancing operational margin while maintaining compliance with federal regulations and Alaska Native Corporation (ANC) requirements.

Location: Major federal contracting hubs such as Washington, D.C. (National Capital Region), Huntsville, AL, Denver/Colorado Springs, or San Diego

Travel: Frequent travel to Anchorage, AK and other domestic and international locations

Primary/Major Duties and Responsibilities (Essential Functions):
  • Provide direct executive oversight of the Federal Contracting Division, including program management, contract performance, and operational delivery, ensuring flawless execution of all federal contracts across DoD, civilian agencies, and other federal customers.
  • Drive operational readiness for contract transitions, recompetes, and new awards.
  • Establish performance metrics, KPIs, and accountability structures across programs.
  • Lead enterprise growth strategy in partnership with the CEO and Business Development leadership, driving growth in revenue, margin and free cash flow.
  • Improve capture discipline, bid/no-bid decisions, pricing strategy, and win probability.
  • Identify new market opportunities leveraging SBA 8(a) and ANC contracting advantages.
  • Oversee performance across facilities management, security services, logistics, and technical services programs.
  • Implement cost optimization initiatives while protecting service quality.
  • Ensure full compliance with FAR/DFARS, SBA regulations, and federal procurement standards.
  • Implement and maintain a culture of safety, using data and actionable metrics.
  • Partner with CFO to manage division-level P&L performance.
  • Lead forecasting, resource planning, and risk mitigation efforts.
  • Build, mentor, and lead high-performing operational leadership teams.
  • Foster a culture of accountability, growth mindset, and performance excellence.
  • Support workforce development and succession planning.
  • Reinforce alignment with Alutiiq's mission and commitment to Afognak shareholders.
  • Oversee operational risk management across the federal portfolio.

Payrate: $350,000 to $400,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Experience and expertise:
  • 15+ years of senior leadership experience in federal government contracting.
  • Previous COO/CEO experience leading a $500M+ government services business.
  • Proven success leading growth, capture, and operational integration efforts.
  • Deep understanding of FAR/DFARS and federal procurement compliance.
  • Strong P&L management experience with measurable EBITDA growth.
  • Experience within an Alaska Native Corporation (ANC) structure.
  • Background in facilities management, security, logistics, or technical services.
  • Experience leading M&A integration in government services.

Education and clearances:
  • Graduate degree in Business, management, or a related field.
  • Possess a U.S. Government issued security clearance at the Secret level, with the ability to obtain a Top-Secret clearance.

Leadership skills:
  • Exceptional communication skills and executive presence, with the ability to influence and collaborate across all levels of the organization.
  • Strong stakeholder management skills and the ability to build trust across ownership, the board's designees, executive peers, and operational teams.
  • Demonstrated success leading complex change, building high-performing teams, and developing leaders.
