Northrop Grumman Microelectronics Center (NGMC) of Northrop Grumman Mission Systems is seeking an exceptionally talented, motivated, and creative Program Director of Microelectronics Products and Services (MPS). This position can be located in Manhattan Beach, CA; Linthicum, MD or Apopka, FL. The Program Director, Microelectronics Products and Services (MPS), will serve as the commercial storefront for NGMC. This leader will own the commercial portfolio's P&L, drive go-to-market strategies, capture market share, and build robust business-to-business (B2B) sales channels. You will serve as the crucial bridge between our world-class microelectronics manufacturing capabilities and the commercial semiconductor market, ensuring our foundry, test, and advanced packaging solutions provide unmatched value to non-government customers. This role serves as both a Program Manager and a Functional Manager.

Key Responsibilities:
  • Drive Commercial Revenue: Own the commercial P&L. Develop, shape, and aggressively execute a multi-year B2B sales pipeline for microelectronics products, foundry services, and advanced packaging.
  • Customer Acquisition & Channel Growth: Architect and expand commercial distribution channels. Build high-trust relationships with key decision-makers at fabless semiconductor companies, commercial customers, defense contractors, and OSATs (Outsourced Semiconductor Assembly and Test).
  • Agile Execution: Translate commercial demand signals into actionable factory resource plans, ensuring commercial awards are executed ahead of schedule, below cost, and with rapid time-to-market.
  • Market Positioning: Champion competitive, value-based pricing models and rapid customer acquisition tactics that differentiate NGMC in a highly competitive landscape.
  • New Product Champion: Identify commercial market needs for new product entities and work cross-functionally to rapidly provide new value against those opportunities.
  • Strategic Alignment: Continuously refine business processes to operate with a lean, startup-like agility while successfully leveraging the enterprise resources of Northrop Grumman.


Basic Qualifications
  • Bachelor's Degree in Engineering or a related technical field with 10 years of relevant experience (or a Master's degree with 8 years of experience).
  • 10 years of direct experience in the semiconductor industry, specifically in semiconductor design, semiconductor manufacturing, or foundry operations.
  • 5 years of experience holding P&L responsibility for commercial sales.
  • Experience managing a multidisciplinary team.
  • Proven track record of success in competitive, value-based pricing, B2B market positioning, and rapid customer acquisition.
  • Demonstrated ability to negotiate complex commercial contracts and explore alternative contracting approaches outside of traditional USG vehicles.
  • Ability to travel up to 50% to interface with customers, strategic partners, participate in conferences, and visit the NGMC sites.
  • Ability to obtain and maintain TS/SCI clearance
  • US Citizenship required


Preferred Qualifications
  • Advanced technical degree in engineering, science, or an MBA.
  • Deep Commercial Network: Established contacts and trusted relationships within Tier-1 commercial semiconductor companies and the broader microelectronics supply chain.
  • Foundry & Packaging Expertise: Specific commercial sales or business development experience dealing with pure-play foundries, test engineering, and advanced packaging solutions.
  • Macro-Market Fluency: Deep understanding of the current global semiconductor supply chain landscape, including how to leverage domestic manufacturing initiatives to position NGMC as a premier onshore partner.
  • Dual-Use Commercialization: Experience successfully transitioning defense, aerospace, and related technologies into profitable commercial product lines.
  • Experience managing a multidisciplinary team, indirect direct and matrixed resources of over 25 employees.
  • Active TS/SCI clearance


Primary Level Salary Range: $193,800.00 - $336,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
