The Sr. Manager, International Trade Compliance will provide leadership and support for all aspects of Import and Customs compliance to enable compliant international business across multiple locations. Primary Level Salary Range: $137,800.00 - $239,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

What You'll Get to Do
The Sr. Manager, International Trade Compliance will provide leadership and support for all aspects of Import and Customs compliance to enable compliant international business across multiple locations. The Sr. Manager will lead a team of professionals and provide matrixed leadership for managers and professionals covering all aspects of import compliance in support of CBP internal control requirements (Procedures, Assessments, Monitoring, Risk Evaluation and Mitigation, Communication, and Training) .
Responsibilities include:
- Lead the Mission Systems sector Import and Customs compliance program, serving as the Sector lead for CBP activity, including monitoring of all sector import activity, establishing and maintaining processes and work instructions to address legal/regulatory requirements, including Customs classifications and valuation, and ensuring appropriate sector training.
- Foster continuous improvement of the Import & Customs Compliance program, including through creation and improvement of dashboards and metrics, driving visibility and accountability through the sector.
- Conduct an annual risk assessment and lead the development and implementation of mitigations, including assessment plan. Support Corporate Internal Audit through education and partnership for audits on import and customs compliance matters, such as Customs Transfer Pricing.
- Mitigate risk through import assessments by analyzing enterprise import data trends, including but not limited to US Customs and Border Protection (CBP) Automated Commercial Environment (ACE) and US Census, to identify areas of risk and provide recommendations.
- Lead initiatives related to the development, automation, and continuous improvement of business processes and tools impacting the International Trade Compliance community.
- Provide day-to-day people and subject matter leadership for Import and Customs compliance matters and create an environment that accelerates development of talent.
- Participate in and represent the sector on enterprise-wide Import & Customs Compliance Leadership matters, collaborating and sharing best practices to ensure the company is compliant, cost-effective, and operationally efficient.
- Serve as the primary point of contact to address import compliance questions and support education regarding import and customs classification for European subsidiaries.
- Works closely with cross-functional stakeholders to advocate and embed import and customs compliance requirements in processes systems to support import regulatory and reporting requirements.
- Partner with cross-functional stakeholders to identify and implement duty/tariff mitigation strategies (e.g., DFARS duty free entitlements, sourcing strategies based on country of origin, tariffs, and trade deals).
- Provide regular communication and training on U.S. import regulations and compliance processes for all sector importing locations, including matrixed leadership of designated import managers and their teams.
- Raise and review potential non-compliance in coordination with the Law Department, identify root cause, develop effective corrective actions and drive them to completion.
- Primary interface with CBP to manage established Foreign Trade Zone and submit necessary regulatory reports.
- Responsible for appointing qualified employees to the position of Import Official and maintaining guidance on delegations of authority.
- Lead sector import team during due diligence reviews of potential mergers, acquisitions, and divestiture activities.
Basic Qualifications:
- U.S. Customs Brokers License
- U.S. Citizenship is required
- Bachelor's degree plus 10 years of relevant experience OR Master's degree plus 8 years relevant experience.
- Will consider high school diploma or GED with a minimum of 14 years of international trade compliance (export, import and/or customs) experience in lieu of degree
- Working knowledge of 19 CFR Customs Duties regulations, including U.S. Customs entry process
- Working knowledge of 15 CFR Part 30 Foreign Trade Regulations, including Electronic Export Information (EEI) filing requirements
- Experience successfully leading and managing a team and/or projects
- The ability to travel 10% of the time
- The ability to obtain and maintain a DoW Secret security clearance
Preferred Qualifications:
- Experience using data analytics to drive solutions
- Experience importing ITAR-controlled and USMIL-controlled items
- Experience with Foreign Trade Zones & free trade agreements
- Experience with the US Customs and Border Protection (CBP) Automated Commercial Environment (ACE)
- Experience with Descartes/OCR's EASE trade compliance software
- Familiarity with global customs regulations, especially UK and EU
- Effective communication and interpersonal skills - written and oral presentation
- Demonstrated collaborative work style with success in resolving difficult situations among varying levels of stakeholders
- Demonstrated skill adapting to rapidly evolving priorities
- Ability to manage multiple projects while meeting schedule and quality requirements
- Familiarity with Northrop Grumman processes, tools and products
- Active DoW Secret security clearance
