A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) at the GS-0201-13 some of your typical work assignments may include:
- Provide technical advice and assistance to DHRA managers, supervisors, and operations staff on complex HR staffing issues that includes policy application and interpretation.
- Advises on various types of appointments and appropriate application in both competitive and excepted services; internal and external announcements; priority placement and other government-wide placement programs; qualifications standards; written tests; reference checks; and interviews.
- Provides advice and assistance on automated personnel programs such as USAJOBs and the Defense Civilian Personnel Data System (DCPDS).
- Review actions to ensure compliance with programs such as Priority Placement Program (PPP), Reemployment Priority List (RPL), Interagency Career Transition Assistance Plan (ICTAP), and Delegated Examining Unit (DEU). Perform quality control on DEU/PPP personnel actions to ensure data integrity (e.g., Nature of Action, Legal Authority, program clearances) and support HR system requirements for DEU/PPP program management. Review a full range of routine personnel actions.
- Initiate recruitment, reassignment, and other personnel actions in the Defense Civilian Personnel Data System (DCPDS) for assigned centers and offices. Ensure management packages (waivers, leave accrual, superior qualifications, special hiring authorities, incentives, etc.) conform to policies and program goals.
- As an action officer, the incumbent plans, develops, and evaluates projects and new initiatives for integrated human resource management programs. Plans, conducts, and completes studies and projects in assigned program areas while monitoring the tracking of deadlines, providing staff-level advice and service throughout enterprise.
- Develops guidance, procedures and standards, regulations, polices for new and changing program areas.

You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
- Advanced Advisory Services: Experience serving as a subject-matter expert to management on a wide variety of complex, sensitive, and difficult civilian HR issues, including providing authoritative interpretations of policy, regulations, and law.
- HR Information Systems and Data Analysis: Proficiency in using automated personnel systems such as the Defense Civilian Personnel Data System (DCPDS) and USA Staffing to process actions, as well as the ability to independently extract, troubleshoot and resolve difficult issues/problems requiring consideration of the total human resource management program.
- Full-Lifecycle Recruitment and Placement: Proven expertise in managing the entire recruitment and staffing process, from developing strategic recruitment plans and crediting plans with hiring managers to managing competitive/excepted service appointments, priority placement programs (PPP, DEU), and veterans' preference.
- HR Policy and Compliance Management: A comprehensive background in applying, interpreting, and ensuring compliance with Office of Personnel Management (OPM) and Department of Defense (DoD) regulations. This includes experience developing Standard Operating Procedures (SOPs) and responding to audits.
- Program and Project Management: Experience as an action officer planning, evaluating, and leading HR projects and initiatives. This involves conducting studies, developing solutions to complex problems, and creating guidance and standards for new or changing programs.
