The Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740) is acquiring integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Contracts Management, Acquisition Analysis, and Financial Management support services for its portfolio of international C4I programs. Support services include administrative and executive business processes and address the full lifecycle of the security cooperation process, including Pre-Letter of Request (LOR) efforts, FMS case development, case execution, case reconciliation, and case closure. For the scope of this effort, C4I solutions are inclusive of integrated Link 16 SoS architectures to satisfy potential PMA/PMW-101 requirements.
Reporting to the Program Manager, the Program Management Analyst provides administrative, financial, and logistics support for Foreign Military Sales (FMS) case execution under the PMW 740 Integrated International Support Services (IISS) contract. This role supports the transfer of defense articles and services to international partners and serves as a key coordinator between U.S. government stakeholders, foreign customers, and industry partners to ensure cases are executed in alignment with cost, schedule, and performance objectives. This position is located in San Diego, CA.

What You'll Do
- Evaluates business and operating procedures to identify the most efficient methods for executing FMS casework.
- Plans and conducts studies of work processes, analyzes communications and information flow, and reviews organizational or procedural changes impacting case execution.
- Collects and organizes data on current operations, analyzes findings, and develops recommendations to improve efficiency, effectiveness, and compliance across PMW 740 international support activities.
- Leads large-scale international technical programs involving the purchase and sale of hardware and software and system integration efforts, managing total program budgets exceeding $525M.
- Develops and coordinates FMS partner program priorities, scope of work, and execution plans to ensure alignment with cost, schedule, and performance objectives.
- Builds and maintains relationships with program stakeholders and cross-functional team leads; collaborates with decision makers to identify and resolve cost, schedule, and performance issues in complex environments.
- Oversees and manages integrated master schedules for mature programs consisting of thousands of tasks; conducts critical path analysis, identifies risks, and reprioritizes activities to achieve milestone targets.
- Provides field services and technical oversight for international hardware and software deployments, including installation leadership, troubleshooting, and customer communication.
- Manages financial operations across multiple projects ranging from $4M to over $500M, including budget development, spend plans, forecasting, financial reporting, earned value management, and scope control.
- Establishes and maintains Work Breakdown Structures (WBS) that translate customer requirements into executable project schedules; develops timelines, assigns tasks across multiple teams, and delivers executive-level reporting.
- Prepares reports, correspondence, messages, memoranda, and briefings for key stakeholders and customers.
- Implements program management best practices and process improvements to streamline workflows and enhance execution efficiency.
- Performs resource analysis and management to address program challenges while ensuring adherence to approved budgets.
- Leads 20 participants within Risk Management Working Groups to identify, track, and mitigate program risks and issues.
- Delivers customer briefings, responds to real-time operational challenges, and manages international stakeholder expectations in support of mission-critical schedules and dynamic execution environments.
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- Bachelor's degree from an accredited university required.
- Typically requires at least five (5) years of experience in engineering/science management, operations research analysis or financial/cost analysis.
- Experience working with Foreign Military Sales (FMS) programs, including coordination of international defense article transfers.
- Knowledge of NAVWAR operations, processes, and organizational structure.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- ~25% travel required.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
