Serves as a licensed industrial electrician or PLC technician providing expert-level technical services for complex generator paralleling systems, building electrical infrastructure, and mission-critical power generation equipment at U.S. diplomatic facilities worldwide. Applies comprehensive knowledge of international electrical codes and standards (IEC, CEC, NEC) and overseas wiring methods gained through extensive international experience. Conducts technical surveys and facility assessments, develops project specifications, reviews design documents, and provides contract support management to ensure all electrical systems meet U.S. safety standards, local codes, and Department of State operational and security requirements. Provides emergency response and technical leadership for sophisticated paralleling building systems and programmable logic controller (PLC) based controls. Evaluates, plans, and participates in the electrical day-to-day operations, maintenance, repair, and construction of building/facility electrical distribution system (s) and equipment including design support, maintenance, troubleshooting, inspection, and commissioning of electrical systems and PLC-based controls for residential and commercial facilities. Provides technical support for power distribution systems, emergency standby systems, system protection, PLC controls, interior/exterior power lighting, bonding and grounding, and lightning protection. Works independently or leads teams on complex electrical projects essential to mission operations. Manages Tier III level maintenance program for assigned equipment, acting as the single point of contact for multiple Original Equipment Manufacturers. Performs Government Technical Monitor duties for IDIQ contracts.

. Project Coordination and Technical Surveys (20%)

• Conducts comprehensive electrical system surveys and facility assessments at diplomatic facilities, with emphasis on complex paralleling generator systems and building electrical infrastructure

• Prepares detailed Statements of Work (SOWs) for electrical projects, including scope, specifications, and cost estimates based on applicable international codes (IEC, CEC, NEC) for upgrade power plants which include but not limited to MV switches, MV/LV stepdown transformers, double ended switchgears, automatic voltage regulators, automatic transfer switches, emergency generators, and

paralleling prime power generating plants

• Performs design review of repair, maintenance, and replacement scopes of work for compliance with international electrical standards

• Develops technical specifications and drawings for generator installations, paralleling configurations, and building electrical system upgrades utilizing knowledge of overseas wiring methods and code

requirements

• Coordinates with post management, Regional Offices, and contractors to plan and schedule complex electrical projects

• Assists with design for maintenance, repair, replacement, integration, troubleshooting, inspection, and commissioning of programmable logic controller (PLC) systems used within residential and commercial facilities' electrical systems including lighting, power, life safety, security, communication systems, and schedules under minimal supervision

• Reviews contractor proposals and provides technical recommendations for contract awards, ensuring compliance with local electrical codes and Department standards• Provides project management support for electrical system initiatives

Quality Assurance Inspection and Commissioning (20%)

• Performs commissioning and acceptance testing of new electrical installations, including complex paralleling switchgear, building distribution systems, and PLC control systems

• Conducts quality assurance/quality control (QA/QC) inspections of contractor work to ensure compliance with IEC, CEC, NEC, and local electrical code requirements

• Reviews contractor submittals, shop drawings, and product data for conformance with international electrical standards and project requirements

• Verifies proper installation of electrical systems using overseas wiring methods and code-compliant practices

• Validates proper programming and operation of PLC-based control systems and building automation interfaces

• Documents deficiencies and ensures corrective action is completed before final acceptance

• Prepares punch lists and final inspection reports with reference to applicable code sections

Electrical Systems Maintenance and Repair (15%)

• Diagnoses, repairs, and maintains complex paralleling generator systems, emergency standby systems, building electrical distribution systems, automatic transfer switches, paralleling switchgear, motor control centers, and associated control systems

• Troubleshoots and repairs sophisticated paralleling systems with multiple generators, including synchronization systems, load-sharing controls, and PLC-based automation

• Performs electrical maintenance on mission-critical building systems to ensure continuous operation

• Conducts routine inspections of electrical systems to assess condition, code compliance, and performance

• Maintains and updates PLC programming to optimize system performance and building automation integration

• Applies knowledge of NEC, IEC, CEC, and local electrical codes to ensure all maintenance and construction work meets international standards

• Maintains accurate maintenance records and documentationPLC Programming and Controls (10%)

• Programs, troubleshoots, and maintains PLC-based control systems using Ladder-Logic programming

• Works with Siemens (S7-1200), Thompson (PGC 4000, V1, V2), and Schneider Modicon (M340) systems (preferred)

• Maintains and updates PLC programming as needed to optimize system performance

• Understands and applies detailed knowledge in programmable logic controller (PLC) design and application for building systems

• Understands how industrial control systems work and their interactions

Troubleshooting and Emergency Response (15%)

• Responds to electrical system emergencies on a 24/7 on-call basis to restore critical power and building systems

• Troubleshoots and diagnoses complex electrical failures affecting mission operations, including paralleling system malfunctions, building distribution issues, and PLC control problems

• Implements temporary solutions using appropriate international codecompliant methods to maintain operations while planning permanent repairs

• Coordinates emergency response with post management, security, and other stakeholders

• Maintains emergency response procedures and equipment readiness

• Applies extensive overseas experience to rapidly assess and resolve electrical issues in diverse international environments

Installation and Upgrades (10%)

• Installs new electrical systems, equipment, and infrastructure in accordance with IEC, CEC, NEC, local codes, and Department of State requirements

• Installs and configures complex paralleling systems with multiple generators, including synchronization equipment and load-sharing controls

• Installs and programs PLC-based control systems for building automation and generator control

• Upgrades existing electrical systems to meet increased power demands and enhanced reliability requirements

• Integrates generator paralleling systems with building electrical distribution, automation systems, and security infrastructure

• Applies knowledge of overseas wiring methods and international electrical standards to all installation work

• Programs and configures PLC controllers for optimal system operation and building integration

Training and Technical Leadership (10%)

• Provides on-the-job training (OJT) to Locally Employed (LE) staff on electrical maintenance procedures, international code requirements, safety protocols, and troubleshooting techniques

• Trains local staff on operation and basic troubleshooting of complex paralleling systems, building electrical systems, and PLC-based controls

• Develops training materials and standard operating procedures for LE staff, including documentation for paralleling systems, control systems, and international code compliance

• Provides technical guidance and mentorship to LE electricians and facility maintenance staff on overseas wiring methods and local electrical codes

• Conducts safety briefings and ensures LE staff compliance with electrical safety standards and local code requirements

• Reviews and approves electrical work performed by LE staff and contractors for code compliance

• Trains facility staff on electrical safety and emergency procedures

• Shares knowledge of Department of State operational requirements, international electrical standards, and procedures

• Develops training programs to build local capacity for routine maintenance and code-compliant electrical work

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education: • High school diploma or equivalent required •

Completion of recognized electrical apprenticeship program or technical school certification in industrial electrical systems Experience:

• Minimum 10 years of progressively responsible experience as a licensed industrial electrician, with substantial overseas experience

• Demonstrated expertise in complex paralleling building systems with multiple generators

• Extensive experience working with international electrical codes and standards, specifically IEC (International Electrotechnical Commission) and CEC (Canadian Electrical Code)

• Proven experience with overseas wiring methods and electrical installation practices in international environments

• Demonstrated experience with commercial/industrial generator systems including diesel and natural gas units

• Expert-level experience with complex paralleling generator systems, load-sharing configurations, and synchronization systems

• Demonstrated experience with PLC-based control systems, including programming, troubleshooting, and maintenance

• Experience with building electrical distribution systems, motor control centers, and power management systems

• Experience with emergency power systems, automatic transfer switches, fuel systems, and control systems

• Experience writing technical specifications and Statements of Work incorporating international electrical standards

• Experience conducting QA/QC inspections and commissioning of electrical systems for code compliance

• Experience providing contract support management and technical oversight • Experience training and supervising technical staff or contractors

• Experience troubleshooting failed electrical systems and implementing corrective actions

• Experience training local staff on technical systems, international codes, and procedures Licenses and Certifications:

• Current industrial electrician license recognized by state, provincial, or national authority

• Additional certifications as required by local jurisdiction or Department of State requirements

• Certifications in relevant international electrical standards (preferred) Knowledge and Skills:

• Comprehensive knowledge of IEC (International Electrotechnical Commission) electrical codes and standards

• Comprehensive knowledge of CEC (Canadian Electrical Code) and its application

• Working knowledge of NEC (National Electrical Code) and ability to compare/contrast with international standards

• Expert knowledge of overseas wiring methods, color codes, and installation practices used in international environments

• Expert knowledge of complex paralleling building systems, including multi-generator configurations, synchronization, load sharing, and automatic controls

• Proficiency in PLC programming and troubleshooting (e.g., AllenBradley, Siemens, Schneider Electric, or similar platforms)

• Knowledge of building electrical distribution systems, including medium and low voltage systems

• Understanding of Department of State facilities operations and security requirements

• Ability to read and interpret technical drawings, schematics, singleline diagrams, ladder logic diagrams, and specifications prepared to various international standards

• Proficiency in diagnostic tools and testing equipment used internationally

• Strong analytical and problem-solving capabilities

• Excellent written and oral communication skills

• Ability to work independently with minimal supervision in diverse international environments

• Capability to manage multiple priorities in a dynamic environment

• Cultural adaptability and experience working in diverse international settings Working Conditions Work requires extended periods in mechanical spaces, electrical rooms, outdoor environments, and varied climate conditions at facilities worldwide. Position requires international travel to multiple facilities and work outside standard business hours for emergency response or scheduled maintenance activities. Must be able to lift and move equipment up to 50 pounds and work in confined spaces as required. Must be comfortable working in diverse international environments with varying electrical standards and practices.
