Markon is seeking a senior-level Business Process Consultant - Strategy to support an Intelligence Community customer. This role provides enterprise strategic planning, governance, and executive advisory support to senior leadership. This position will drive development of strategic documentation and roadmaps, support executive governance boards, manage high-level taskers, and ensure alignment between strategy, funding, and operational execution. The role requires exceptional communication skills, executive presence, and the ability to operate independently in a fast-paced, mission-driven environment.

Responsibilities

  • Lead development, refinement, and execution of enterprise strategic planning methodologies, governance frameworks, and oversight processes.
  • Draft and maintain strategy documentation, strategic roadmaps, business cases, and investment theses aligned to mission priorities and funding.
  • Advise senior leadership and Technical Directors on strategic options, performance gaps, risks, and enterprise alignment.
  • Prepare and deliver executive-level briefings, decision materials, status reports, and governance board packages.
  • Support and optimize executive governance processes, including facilitation of OTP Executive Secretariat boards and implementation of improved workflows.
  • Independently triage and manage high-level taskers; collect, reconcile, and consolidate cross-program inputs into comprehensive executive responses.
  • Facilitate strategic meetings and off-sites; document decisions and action items to ensure accountability and follow-through.
  • Analyze and implement process improvements and support development of customer-directed SOPs and governance policies.
  • Provide responsive, timely coordination across departments to resolve conflicting inputs and ensure consistent executive messaging.


Qualifications

  • Active TS/SCI with Polygraph.
  • Master's degree plus 16+ years of relevant experience supporting strategic planning, governance, executive advisory, or business process consulting within the Intelligence Community or national security environment.
  • Demonstrated experience developing enterprise strategies, roadmaps, and investment/business cases.
  • Experience linking strategic initiatives to funding, resource planning, and execution.
  • Experience supporting executive governance boards and secretariat functions.
  • Proven ability to independently manage high-visibility taskers in a dynamic environment.
  • Excellent written and verbal communication skills, with extensive experience producing executive-level briefings and documentation.
  • Strong analytical, organizational, and stakeholder management skills.

Desired Qualifications
  • Experience as a management consultant in the commercial sector.
  • Background in governance optimization and business process improvement methodologies.
  • Experience supporting senior Intelligence Community leadership.
  • PMP, Lean Six Sigma, or related certifications preferred.


Salary Range

USD $180,000.00 - USD $200,000.00 /Yr.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
