Position Overview

The Cloud Application Developer will enable Headquarters Marine Corps (HQMC) Agencies and Staff Organizations to design, deploy, and sustain secure, intuitive, and mission‑aligned cloud applications that enhance situational awareness, operational efficiency, and decision‑making. The role requires deep familiarity with DoD environments, cybersecurity mandates, data governance, and user workflows unique to Marine Corps operations.

Primary Responsibilities

Application Development & Modernization

Design, develop, test, implement, and maintain web, cloud, and mobile applications using Microsoft 365, Power Platform, SharePoint Online, Azure, and on‑premise environments approved for Marine Corps use.
Modernize and sustain existing custom and complex applications, improving performance, usability, security, and compliance with DoD and USMC standards.
Build mission‑critical dashboards and analytics interfaces that present operational data in formats optimized for HQMC leadership decision‑making.
Develop automated workflows and business processes using Power Automate, Power Apps, and Power BI, ensuring alignment with DoD data handling and accessibility requirements.
UI/UX Design & Human‑Centered Development

Conduct user research, workflow mapping, and usability assessments tailored to HQMC and DoD operational environments.
Create wireframes, prototypes, and interface designs that comply with Section 508, DoD accessibility standards, and Marine Corps branding.
Apply human‑centered design to simplify complex military workflows, reduce cognitive load, and improve adoption across diverse user groups (staff, leadership, field personnel).
Ensure all applications follow responsive design principles for desktop, mobile, and tactical environments.
DoD Domain Knowledge & Mission Understanding

Apply working knowledge of DoD organizational structures, HQMC mission sets, and staff agency workflows to ensure solutions align with operational realities.
Incorporate understanding of DoD cybersecurity frameworks, including RMF, STIGs, FedRAMP, Zero Trust, and data classification requirements.
Support applications that interface with DoD networks, identity systems (e.g., CAC/PIV), and controlled unclassified information (CUI).
Ensure all development activities comply with DoD IT policies, Marine Corps Enterprise Network (MCEN) constraints, and cloud authorization boundaries.
Translate mission needs into technical requirements that reflect operational tempo, chain‑of‑command decision cycles, and staff coordination processes.
Systems Analysis & Solution Architecture

Analyze system requirements and translate them into secure, scalable, interoperable technical designs aligned with Marine Corps Cloud Services.
Develop architectures that integrate data from multiple HQMC systems, ensuring consistent user experience and compliance with DoD data governance.
Conduct requirements gathering sessions, design reviews, and technical assessments with HQMC Staff Agencies.
Cloud & Platform Engineering

Support administration, configuration, and development within the Microsoft 365 cloud environment, including Teams, SharePoint, and Azure AD.
Build and maintain solutions in Microsoft Azure, including App Services, Functions, Logic Apps, and secure API integrations.
Ensure all solutions comply with DoD cybersecurity mandates, FedRAMP Moderate/High services, and Zero Trust principles.
SharePoint Engineering & Support

Develop SharePoint Online solutions using SPFx, modern site templates, custom components, and approved toolchains.
Improve SharePoint user experience through site architecture, navigation design, content strategy, and workflow optimization.
Use DocAve, ShareGate, and approved backup solutions to manage content, migrations, and lifecycle operations.
DevOps & Lifecycle Management

Implement DevOps practices for CI/CD pipelines, automated testing, and secure release management.
Maintain documentation, configuration baselines, and version control for all applications.
Diagnose and communicate development issues to peers, leadership, and stakeholders.
AI & Advanced Capabilities

Integrate AI APIs and cognitive services into HQMC applications to enhance automation, analytics, and decision support.
Support mobile application development with modern UI/UX patterns and secure integration with backend services.
Requirements
Technical Experience

3+ years DevOps experience
3+ years SharePoint developer experience
3+ years Power Platform developer experience
Strong working knowledge of:
Microsoft 365 cloud environment
Azure administration and development
SharePoint Framework (SPFx)
Power Automate, Power Apps, Power BI
SQL Server 2016+ and .NET (current versions)
Microsoft Visual Studio and modern development toolchains
Mobile application development
AI API integration
UI/UX Experience

Experience designing user interfaces and user experiences for enterprise or government applications.
Ability to create wireframes, prototypes, and visual designs using industry‑standard tools.
Understanding of DoD accessibility requirements, Section 508 compliance, and responsive design.
Experience conducting user testing, feedback sessions, and iterative design improvements.
DoD Domain Knowledge

Experience supporting DoD, USMC, or federal government IT environments.
Familiarity with:
DoD cybersecurity frameworks (RMF, STIGs, Zero Trust)
FedRAMP Moderate/High cloud environments
CUI handling and DoD data classification
CAC/PIV authentication and identity management
MCEN constraints, boundary controls, and enclave architectures
Understanding of HQMC staff functions, operational workflows, and decision‑support needs.
Professional Competencies

Ability to analyze complex requirements and translate them into actionable technical and design solutions.
Strong communication skills for briefing leadership and collaborating with technical and non‑technical stakeholders.
Experience supporting enterprise‑scale, mission‑critical applications in secure government environments.
