Northrop Grumman Defense Systems is seeking a dynamic, results-driven Global Supply Chain Program Manager 3 to serve as the primary focal point for all material and services strategy, planning, and execution across one or more international programs. Reporting to the Site Global Supply Chain Manager for the Advanced Weapons Business Unit (AW BU), the Global Supply Chain Program Manager 3 will be the central liaison for the Program Management Office (PMO) and will coordinate cross-functional teams to ensure every supply-chain commitment is met while proactively mitigating supplier-related risks.
This leadership position will be located in Northridge, California and has the potential to be hybrid/remote for the right candidate. *
The Global Supply Chain Program Manager 3 leads end-to-end logistics and acquisition programs that support defense-critical platforms and services worldwide. Working cross-functionally with engineering, contracting, operations, and allied partners, the selected individual will ensure that prior to program execution, all elements of the proposed program(s) plans are complete with accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.

Primary Level Salary Range: $175,400.00 - $263,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Key Responsibilities:
- Strategic Vision: Define and sustain the long-term strategy for Global Supply Chain (GSC) International Programs. Oversee labor and material financial management for the GSC organization.
- Program Leadership: Direct the Earned-Value/Cost-At-Completion (EV/CAM) process for International Programs. Provide guidance and counsel to Advanced Weapons Business Unit (AW BU) Program Managers.
- Capture & Proposal Support: Implement and manage supply-chain processes that support successful captures and proposal development.
- Operational Planning: Drive supply-chain activities that align with the annual operating plan and Business Acquisition Process (BAP) phases.
- Forecasting & Sales: Collaborate with Business Management to develop monthly material-sales forecasts.
- Program Oversight: Analyze and monitor material deliveries, supplier commitments, risks, and opportunities. Provide status updates and insights to GSC Program Management (PM) staff.
- Cost & Performance Management: Supervise key subcontractor and Integrated Work Order (IWO) partner cost performance. Ensure alignment with budget, schedule, and performance targets.
- Review Preparation: Prepare for and support weekly Program reviews, Earned-Value/Cost-At-Completion (EAC) reviews, and monthly material-sales reviews.
- Team Leadership: Lead a dotted-line matrix team, fostering cross-functional collaboration and communication.
Basic Qualifications:
- BS with 8+ years of experience in business management, project management, program management, global supply chain, engineering, finance and/or business management related functions or MS with 6+ years of the mentioned experience
- 5+ years of experience leading international teams within a cross-functional team matrix
- Experience with program cost and/or schedule using tools such as: Earned Value Management, SAP/Oracle ERP, Microsoft Project, data analytics (Power BI, Tableau), and familiarity with PLM systems.
- Strong communication and software skills to prepare and present executive-level presentations
- In-depth understanding of ITC/ITAR, DFARS, FAR, and ISO 9001/27001 standards.
- Active US Government Secret security clearance with ability to be cleared for Special Access Programs (SAP)
