The Quality & Safety Manager will establish, maintain, and oversee integrated quality control and safety programs for large-scale facility operations and maintenance activities. Principal responsibilities will include but are not limited to:
- Develop and implement comprehensive method statements detailing the setup, operation, and management of integrated QC/QA and Safety programs
- Oversee all quality control, quality assurance, and safety activities for operations and maintenance programs in large, complex facilities
- Lead the implementation and maintenance of Reliability-Centered Maintenance (RCM) programs with integrated safety protocols
- Direct and coordinate non-destructive testing (NDT) methods and procedures across facility systems
- Develop, implement, and maintain comprehensive safety programs including job hazard analysis, safety training, and incident investigation
- Establish quality and safety metrics, inspection protocols, and compliance documentation standards
- Conduct systematic audits and inspections of building systems including HVAC, electrical, plumbing, fire protection, and building automation systems
- Lead safety meetings, toolbox talks, and training sessions for all personnel
- Investigate accidents, near-misses, and safety incidents; develop and implement corrective action plans
- Ensure compliance with OSHA regulations, federal safety requirements, and contract-specific safety standards
- Review and approve work procedures, inspection plans, safety plans, and quality control documentation
- Interface with government clients, contractors, and technical staff to ensure quality and safety standards are met
- Identify quality and safety deficiencies and implement comprehensive corrective and preventive action plans
- Train and mentor QC/QA and safety staff on procedures, standards, and best practices
- Prepare detailed quality and safety reports, trend analysis, and performance metrics for leadership and client review
- Manage safety equipment inventory and ensure proper use of personal protective equipment (PPE)
- Coordinate with emergency response teams and conduct emergency preparedness drills
- Maintain current knowledge of industry standards, building systems, quality assurance, and safety methodologies
- Ensure all work complies with applicable codes, standards, regulations, and contract requirements
Education and Experience:
Required:
- Bachelor's degree in Occupational Safety and Health, Environmental Health and Safety, Facilities Management, Engineering, Construction Management, or related discipline from an accredited college or university
- Minimum of ten (10) years of experience in major industrial complexes or construction projects working in QC/QA and/or safety roles
- Minimum of five (5) years of experience working as a Quality Control/Quality Assurance Inspector, Safety Manager, or similar leadership role
Required Skills and Competencies:
- Strong working knowledge of Operations and Maintenance (O&M) operations for large-scale facilities and buildings
- Comprehensive understanding of building systems including HVAC, electrical, mechanical, plumbing, fire protection, and building automation systems
- Demonstrated experience working in Reliability-Centered Maintenance (RCM) programs
- Extensive knowledge of non-destructive testing (NDT) methods and their applications
- Proven ability to establish and manage integrated QC/QA and safety programs
- In-depth knowledge of OSHA regulations, safety standards, and compliance requirements
- Strong leadership and team management capabilities with ability to influence safety culture
- Excellent written and oral communication skills with ability to interface effectively with government clients and technical teams
- Proficiency in developing method statements, quality plans, safety plans, and inspection procedures
- Knowledge of industry standards, codes, and regulations governing facility operations and workplace safety
- Strong analytical and problem-solving skills with ability to conduct root cause analysis
- Experience conducting accident investigations and implementing preventive measures
- Ability to read and interpret technical drawings, specifications, safety data sheets, and contract documents
- Proficient in quality and safety management software and Microsoft Office Suite
- Strong organizational skills with meticulous attention to detail
- Ability to work independently and manage multiple priorities in a fast-paced environment
- Physical ability to conduct site inspections and safety walkthroughs in various environmental conditions
Desired Skills and Competencies:
- Certified Safety Professional (CSP) or Associate Safety Professional (ASP)
- Certified Quality Inspector (CQI) or Certified Quality Manager (CQM)
- OSHA 30-Hour Construction or General Industry certification
- Certification in non-destructive testing (NDT Level II or III)
- Construction Health and Safety Technician (CHST) certification
- Experience supporting Department of Defense or federal government facilities
- Knowledge of CMMS (Computerized Maintenance Management Systems)
- Familiarity with ISO 9001 and ISO 45001 standards
- Six Sigma Green Belt or Black Belt certification
- Project Management Professional (PMP) certification
- Experience with ASHRAE standards and guidelines
- First Aid/CPR/AED Instructor certification
- Environmental, Health, and Safety (EHS) management experience
- Experience with behavior-based safety programs
- Knowledge of DOD safety requirements and hazardous materials management
