Description
DNI seeks a Construction Proposal Manager (PM) to assist with the business development and proposal management activities needed for our growing company. The preferred location of the position is in Oklahoma City, OK
Under direct supervision of DNI's Proposal Team Manager, DNI's Construction Proposal Manager is responsible for effective proposal management of government solicitations from time of release through submission, including coordination of proposal team, schedule, volume reviews and recovery, production ensuring an on-time, compliant response. As a member of the Business Development team, the PM focuses on entrepreneurship while both strengthening relationships with current partners and customers and servicing the government. The PM will be responsible for monitoring RFQ/RFI websites and emails for business opportunities and distributing relevant information to appropriate internal and external points of contact.

This job operates in an office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. This is a largely sedentary role that primarily requires sitting at a desk in front of a computer for long periods of time.
Position Type and Expected Hours of Work:
This is a full-time exempt position; typical work hours and days are Monday through Friday, 8:00 a.m. to 5:00 p.m.; working long hours, evenings, weekends or holidays as required is expected during active proposals
Travel - 10-15% for travel to conferences/training or travel to teammates for proposal production
Required Education and Experience - varies depending upon formal education and specific work experience.
Minimum of 2 years of experience as a Proposal Manager, Project coordinator/Analyst, or 1 year equivalent experience in a technical or business field as a Project/Program Manager, Capture Manager, or supporting Business Development and/or IDIQ/GWAC contracts and task orders.

Requirements
Essential Functions and Responsibilities:
- Supervising day-to-day proposal process when working on an active proposal.
- Analyzing RFPs and quickly notifying key team members of critical due dates and
Deliverables.
- Delivers accurate work on compressed timelines.
- Prepare compliance matrix, annotated outline, and detailed response plan.
- Validate the capabilities matrix and coordinate inputs across technical, operations, and business teams.
- Prepare and coordinate data calls, including tracking responses and follow ups.
- Lead kick off activities and recurring tag up meetings; ensure meetings drive real progress and clear next steps.
- Collaborate closely with the Project Management and Construction Shared Services Management Team to incorporate written content into Solicitation, RFQ, and RFP submission deliverables.
- Conduct interviews with project management team members to identify project challenges and solutions and develop written content to communicate the project story for use in proposal submission materials.
- Write and edit project approaches and logistics plans, incorporating winning strategies, and demonstrate how these approaches help Federal clients achieve their project goals.
- Translate technical construction language into clear, concise, and engaging content that is accessible to non-technical stakeholders.
- Edit and format content written by others, ensuring consistency in writing style and approach throughout various documents.
- Coordinate pricing development with construction estimating and operations.
- Finalize past performance references and coordinate project sheets and resumes, as required.
- Plan and manage Color Review drafts, reviews, and recovery.
- Ensure "white glove" final production, formatting, and delivery, including management of print and hard copy submissions when required.
- Manage all post submission activities, including clarifications, discussions, and lessons learned.
- Drive a proactive approach to sub proposal management, including teammate coordination and integration.
- Maintain SharePoint ensuring data call responses, color review materials, and final documents are current, complete, and easy to find.
- Research and monitor opportunity sources and inbox updates, including GovWin and SAM.gov updates, to track amendments and communications.
- Use government and contract systems as needed, such as PIEE.

Qualifications:
- Federal construction proposal experience with working knowledge of FAR and common USACE, Navy, and Air Force requirements.
- Proficiency with IDIQ, MATOC, SATOC, SABER, JOC, and/or Task Order Proposals
- Experience leading both large-scale pursuits and smaller proposals, managing multiple deadlines, compliance matrices, and version control.
- Experience with both civilian agency and DoD or military construction proposals, coordinating closely with operations and estimating.
- Experience supporting Design Build and Design Bid Build pursuits, including coordination with design partners.
- Extremely detail oriented and compliance focused, with strong version control discipline.
- Strong customer service orientation and excellent written and verbal communication skills across email, Teams, and teleconferences.
- Ability to work independently and in a team environment, thrive in a fast-paced setting, and manage multiple concurrent pursuits.
- Knowledge of Tribal and SBA rules and regulations relevant to federal construction pursuits, and strict adherence to BD processes and procedures.

- Preferred APMP certification or Proposal Training/continuing education (Shipley, etc.)
- Degree in Construction Management, Journalism, English, Communications, or other related field
- Minimum two (2) years of active proposal management experience in pursuit of Federal Government opportunities
- Familiarity with Federal Acquisition Regulations (FAR) and Government Request for Proposals (RFP) cycle
- Experience working with Microsoft office products, Adobe, and other editing/proposal software.
