POSITION SUMMARY
We are seeking a Program Analyst to support the development, maintenance, and delivery of Machinery Control System (MCS) software for DDG-51 Arleigh Burke Class Destroyers. The selected candidate will be interfacing with U.S. Navy civilian software and systems engineers, support contractors, quality control engineers, U.S. Navy ships force, OEMs, and engineering management. The selected candidate will contribute to all aspects of programmatic support including but not limited to tracking, planning, requirements, configuration, integration, documentation, recording, and unification of efforts.

Employees working in naval industrial environments, whether shipboard or pier side, must meet certain physical requirements to safely perform essential job functions. Individuals must be capable of standing and walking for extended periods, often on uneven, wet, or slippery surfaces, and must be able to climb vertical ladders, stairs, and steep inclines while carrying tools or equipment. The position requires the ability to work in confined spaces with limited ventilation and restricted movement, including crawling through narrow passageways and working in overhead or below-deck areas.
Workers must possess sufficient manual dexterity and grip strength to operate hand and power tools, manipulate controls, and handle materials weighing up to fifty pounds on a regular basis, with occasional lifting of heavier objects with assistance. The role demands the physical ability to bend, stoop, kneel, crouch, and reach overhead repeatedly throughout the workday. Adequate vision is necessary to read technical manuals, identify color-coded systems, and detect safety hazards, while hearing capability must be sufficient to perceive warning signals, alarms, and verbal communications in noisy environments, with or without hearing protection.
Employees must be able to work in varying environmental conditions including extreme temperatures, high humidity, direct sunlight, and exposure to weather elements. The position requires the stamina to work extended shifts and the balance and coordination necessary to maintain stability on moving vessels. Workers must be capable of responding quickly to emergency situations, including evacuating confined spaces and moving to emergency stations. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

- Interface between systems, software, and management teams to integrate and unify efforts for a cohesive approach
- Prepare, maintain, and manage requirements, processes, schedules, flow charts, risk matrices, and presentations to improve the program's operations and procedures
- Track and analyze efforts, resources, and personnel
- Perform data analysis to aid in strategic planning for program development
- Assist with program assessments ensuring programmatic goals/milestones are well documented and achieved
- Develop and maintain working knowledge of the DDG-51 Machinery Control System (MCS)
- Facilitate, lead and help with numerous meetings to include peer, design, program, and financial reviews
- Data gathering, entry, and processing.
- Identify, document, and monitor problems associated with the DDG-51 MCS products
- Report to management with status and data mining requests
- Participate in special programmatic projects as required
- Work with Microsoft Office Suite (specifically Excel and Project)
- Work with Jira and Confluence software to manage tasking projects and develop Confiforms.
Required Qualifications
- Bachelor's Degree in any subject
- 3 years' experience in engineering/science management, operations research analysis or financial/cost analysis
- Active Secret security clearance (and US citizenship) is required
