Job Title: Financial Analyst, Marine Corps Systems Command
Location: Quantico, Virginia

Introduction:
Mano Lani, LLC has an opening for a detail-oriented Financial Analyst to join our team in the Stafford, Virginia area. Mano Lani is an exceptional industry partner to the United States Marine Corps and a leader in financial management, audit improvement, physical and cyber security, IT management, logistics, supply chain management, and process improvement.

Position Summary:
Provide assistance in reporting and analyzing the budget formulation and execution for Operations and Maintenance, Marine Corps (OMMC), Procurement, Marine Corps (PMC) and Research Development Test and Evaluation, Navy (RDTE,N).

Duties and Responsibilities:

* Lead a team of 2-3 Planning, Programing, Budget and Execution (PPBE) financial analysts to support Marine Corps Systems Command's Program Offices (MCSC) and Director of Financial Management (DFM).

* Demonstrate experience and knowledge of the DoD PPBE cycle and ability to perform analysis of financial data.

* Prepare consolidated budget controls in support of the Department of Navy (DON), Office of the Secretary of War (OSW), and President's Budget (PB) submissions from PBIS.

* Generate Status of Funds (SOF) daily for all appropriations from Defense Agencies Initiative (DAI) and provide execution analysis to include reconciling the SOF to the authorized budget.

* Identify redline accounting lines, report to government analysts, and take action to research and correct when directed.

* Validate all funding lines from the SOF, which exist in the CERBERUS Financial Chart of Accounts, and coordinate with the appropriation branch personnel to resolve any discrepancies and coordinate with Program Office FMs.

* Review all Below Threshold Reprogramming (BTR) and internal budgetary realignment requests received from the programs ensuring completeness of BTR form, availability of BTR threshold (both floor and ceiling), and understanding summary of Congressional Marks.

* Review and analyze annual Pre-PEP and Post-PEP phasing plans as required, performing analysis and creating summary reports for leadership review and decision-making.

* Analyze current budget positions across a portfolio of programs and prepare summary-level data and briefing slides to support each budget position and leadership engagement.

* Perform data analysis and reconciliation of fiscal entries to ensure accuracy of budgetary data against forecasted execution efforts.

* Review, analyze, and ensure completeness of the Monthly Variance & Rephase tasker data, reaching out to the programs to request update of incomplete or non-submitted records after the originally tasked due date.

* Review and analyze annual phasing plans, perform analysis and create summary reports for leadership review.

* Research financial records and input data in accordance with the command's Budget Execution Validation (BEV) guidelines.

* Create, modify, and manipulate reports, spreadsheets, and presentations to capture and display historical, current, and planned financial data for management and senior leadership decision-making.



JOB REQUIRMENTS

Education, Experience, Skills:

* Bachelor's Degree (Accounting, Finance, Information Systems, Business Administration, or other related field) or equivalent experience
* Seven or more years' experience as Financial Analyst with the US Marine Corps, Acquisition Office experience preferred over accounting or audit experience
* Advanced knowledge of Microsoft Office Suite applications, especially Excel, and preferably Power BI
* Proficient in data analytics and electronic data research
* Familiar with DoD fiscal terms and processes
* Strong written and verbal communications skills, including the ability to interact effectively with senior Military Personnel and Civilians
* Typing skills (ability to type 45 words per minute)
* Ability to pay attention to details
* Requires the applicant to pass the background investigation requirement for the position

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. May include lifting to 25 pounds as necessary.
