Position Overview
The Project Manager will lead and oversee a portfolio of software and SharePoint development initiatives within a dynamic, enterprise IT environment. This role is responsible for managing the full lifecycle of application development efforts, including requirements refinement, solution design coordination, development oversight, testing, deployment, and sustainment.
The selected candidate will supervise distributed development teams supporting SharePoint, Microsoft 365, and Power Platform solutions, ensuring projects are delivered on schedule, within scope, and aligned with customer priorities. The Project Manager will establish structured processes, enforce change control, maintain documentation rigor, and provide clear, executive-level reporting across multiple concurrent workstreams.
This position requires a balance of technical fluency and program management discipline, with the ability to translate customer requirements into actionable development plans while safeguarding scope, schedule, and performance standards.
Key Responsibilities
• Manage the full lifecycle of SharePoint and Power Platform modernization efforts.
• Oversee data architecture and application development initiatives.
• Coordinate application development, maintenance, and enhancement efforts.
• Maintain visibility across all SharePoint applications supported under the contract.
• Ensure workload prioritization aligns with Government-approved scope and funding.
Scope & Contract Discipline
• Enforce change control processes to prevent unauthorized scope expansion.
• Align development activities with funded tasking and contract requirements.
• Develop and maintain project schedules, milestones, and performance metrics.
• Provide status reporting suitable for executive level briefings.
Technical Team Leadership
• Supervise SharePoint developers, architects, and support personnel.
• Facilitate requirements gathering, technical design reviews, and sprint planning.
• Ensure development adheres to sound data architecture and governance standards.
• Balance modernization initiatives with legacy system sustainment.
Stakeholder Engagement
• Serve as the primary interface with Government customers for development priorities.
• Translate technical details into clear executive-level summaries.
• Conduct regular demonstrations, milestone briefings, and roadmap updates.
• Proactively identify risks and recommend mitigation strategies.
Required Qualifications
• Bachelor’s degree in Information Systems, Computer Science, Engineering, or related field (or
equivalent experience).
• 7+ years of experience managing IT development projects in a DoD environment.
• Demonstrated experience leading SharePoint and/or Microsoft 365 development teams.
• Strong understanding of:
◦ SharePoint Online / On-Prem
◦ Software Development Life Cycle
◦ Power Apps / Power Automate
◦ Data architecture and governance principles
• Experience managing multiple concurrent application portfolios.
• Active Secret clearance (minimum).
Preferred Qualifications
• PMP Certification (or equivalent project management credential).
• Agile Certified Practitioner.
• Certified Scrum Master
• Experience supporting Marine Corps or Navy organizations.
• Understanding of change management within enterprise IT environments.
