Basic Qualifications:
• Bachelor's degree or higher
• Program/Project management experience in defense, aerospace, or large scale technology programs.
• Experience leading multi disciplinary, high value programs with full life cycle responsibility.
• Proven track record delivering milestones on schedule and within budget.
• Active Secret clearance
Desired Skills:
• Bachelor's degree or higher in Engineering, Computer Science, Business, or a related field
• Program Leadership
• Define program vision, strategy, and execution plan for assigned F 35 capability sets (e.g., Block 4, weapons integration, software updates).
• Own SIOP process for the F 35 Program.
• Develop and present periodic program reviews (PRR, SRR, PDR) to senior leadership, JPO, and partner nations.
Stakeholder Management
• Serve as primary liaison to the Joint Program Office WoC.
• Coordinate cross functional teams to resolve technical and schedule impediments.
• Negotiate changes, funding adjustments, and risk mitigation plans with contracts and finance.
People & Culture
• Mentor a team of Program Managers, Leads, and Integrated Product Team members (Level 4 5).
• Foster a culture of continuous improvement, agile/DevOps practices, and data driven decision making.
Financial & Resource Management
• Own program budget (>$200 M) and track expenditures against the approved baseline.
• Optimize resource allocation across engineering, test, and sustainment using tools such as Jira and SAP.
• Develop acquisition strategies for contract modifications, milestone payments, and cost share agreements.
Innovation & Integration
• Advocate adoption of emerging technologies (AI driven test automation, digital twins, high fidelity sensor models).
• Familiarity with F 35.
Certifications (required)
• PMP, Agile/Scrum Master.
• Earned Value Management practitioner certification.
• DoD acquisition or DFARS compliance training.
Technical Skills
• Strong grasp of Model Based Systems Engineering (MBSE), Model Based Development (MBD), and digital twin concepts.
• Experience with CI/CD pipelines, automated testing (unit, integration, system), and DevSecOps tools (GitLab, Jenkins, Jira).
Leadership & Communication
• Ability to influence senior executives, government officials, and international partners.
• Excellent written and oral communication; adept at briefing technical and non-technical audiences.
• Demonstrated coaching/mentoring capabilities.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

What You Will Be Doing

- Drive schedule, cost, performance, and risk management objectives to meet stakeholder expectations.
- Align technical delivery with the needs of the U.S. DoD, international customers, and internal partners.
- Mentor senior staff and partner with engineering, acquisition, and sustainment teams.
- Ensure compliance with all contractual, regulatory, and government requirements.
- Provide overarching program governance for the Level 6 Program Management Senior Manager function.
