Duties

  • Plans, organizes, and directs the activities of 910 CS/SCOO, ensuring that the Cyberspace Operations section complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents 910 CS with a variety of installation and functional area organizations.
  • Provides technical guidance and instruction to users and other IT specialists.
  • Serves as a senior technical advisor to management.
  • Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Incumbent is subject to a one (1) year supervisory probationary period if this requirement has not previously been completed.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee must be able to obtain and maintain a Secret security clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12 hour shifts.
  • The employee must attend, successfully complete and maintain MIM qualifications and currencies per lead command, within 6 months of being hired.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent in other pay systems. Examples of specialized experience includes: Applying database/project management methods and cyber security tools to the operating and securing of information systems, troubleshooting of hardware/software performance problems, and performance of a wide range of systems administration functions; utilizing operating systems, associated devices, and the interoperability of systems to facilitate the installation, upgrading, and maintenance of those systems; optimizing the functionality and performance of systems and ensuring the availability, integrity, efficiency, and reliability of systems; planning, organizing, and directing the functions and staff of a small to medium sized organization; and applying methods/practices for troubleshooting, recovering, adjusting, modifying, testing, securing and defending systems to the solving of complex problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, install operate, and administer computer systems; understanding cyber security tools, database management, as well as project management methods sufficient to operate and secure information systems, troubleshoot hardware and software performance problems, and perform a wide range of systems administration functions.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to facilitate install, upgrade, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of systems.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, testing, securing and defending systems to solve complex problems; maintain liaison with higher level enterprise, industry and other agency activities to ensure awareness of latest advancements and practices in information technology and cyber security.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
