Duties

As a INTERNATIONAL LOGISTICS SPECIALIST at the GS-0301-14 some of your typical work assignments may include:
  • Leads the Strategic Engagement Branch and supervises military, government civilian, and contractor personnel at the O-4 and GS-13 level.
  • Directs efforts to ensure that USTRANSCOM Security Cooperation programs support Geographic Combatant Command Theater Security Cooperation regional and country campaign plans and strategic efforts.
  • Serves as the USTRANSCOM subject matter expert to develop Command Security Cooperation policy as well as coordinate on and provide input to Office of the Secretary of Defense and Joint Staff Security Cooperation policy.
  • Serves as the USTRANSCOM subject matter expert and lead integrator to plan, organize, facilitate, coordinate, and oversee International Relations and Security Cooperation activities for USTRANSCOM.
  • Leads planning and execution of USTRANSCOM's annual multinational logistics symposium, Turbo Transition.
  • Serves as the USTRANSCOM lead representative at Geographic Combatant Command Theater Security Cooperation working groups and Office of the Secretary of Defense Security Cooperation community of interest working groups; develops effective working relationships with colleagues across the DoD and interagency.

  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606
Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Managing and/or executing Security Cooperation, Security Assistance, and International Relations programs in the DoD or inter-agency.
  • Developing, reviewing, or implementing Security Cooperation, Security Assistance, and International Relations policy.
  • Planning and executing trips/visits for foreign dignitaries at the General Officer / Flag Officer level.
  • Managing and/or executing strategic mobility programs within US Transportation Command, Air Mobility Command, Surface Deployment and Distribution Command, and Military Sealift Command.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Other Notes:

Experience as a foreign area officer, regional affairs specialist, or political -military affairs strategist is desirable.

Attendance at the Defense Institute of Security Cooperation Studies is desirable.

A Masters degree in International Relations of Strategic Studies is desirable.
