Duties

DUTY 1:
Serves as a career broadener, technical expert to oversee information technology (IT) cloud-based technical
and systems requirements, objectives, specifications, and products. Coordinates among all concerned activities
within USTRANSCOM to establish and assess cloud governance. Conducts critical enterprise process analyses and
in-depth assessments to ensure cloud governance processes conform to the command's policies and strategies.
Identifies the most feasible approaches to complex cloud environment design and utilization; applies analytical skills
to identify and recommend improvement processes and quality controls. Devises technical strategies to achieve
operational capabilities using cloud technologies and advanced cyber capabilities. Researches and recommends
state-of-the-art computer hardware and software solutions for specialized applications

DUTY 2:
In a career broadening capacity analyzes capabilities of software/hardware/cloud engineering solutions
against user requirements for feasibility, cost and lifecycle management; recommends performance trade-offs
to implementation teams, customers and program managers (PMs). Reviews and analyzes remote computing
(cloud) systems, subsystems or system interfaces to satisfy mission requirements and federal/DoD policies and
procedures; advocates requirement changes to Configuration Control Boards (CCB) and senior steering groups.
Develops and monitors transition and implementation of IT acquisition programs and projects

DUTY 3:
Analyzes and evaluates IT strategic plans and programs; provides recommendations to both J6 leadership
and key enterprise managers to improve IT functionality with emphasis on cloud computing. Logically
advocates USTRANSCOM strategic plans during program reviews, conferences and other functions. Develops
strategic planning objectives for IT projects to ensure agency mission and operational needs are met

DUTY 4:
Performs cloud capability planning activities to attain strategic USTRANSCOM mission objectives; prepares
plan assessments focused on the delivery of strategic business capabilities. Identifies complex issues and
resolves critical problems for USTRANSCOM IT systems. Creates, reviews and validates IT life-cycle planning
documents. Establishes technical IT evaluation criteria used to analyze system data outputs; develops, updates and
executes hardware and software assessment studies using established criteria

DUTY 5:
Provides information security support to USTRANSCOM systems. Ensures cloud-sourced information security
products and services are delivered to the government to meet or exceed statutory and regulatory requirements.
Validates access management processes to ensure they conform to DoD/USTRANSCOM information assurance
policies. Ensures vendors deliver IT system security artifacts to meet risk management framework (RMF)
requirements; assesses and validates software code delivery processes for vulnerabilities

  • Must be able to obtain and maintain a SECRET security clearance. Employee is required to handle and safeguard sensitive and classified information in accordance with regulations.
  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • Travel by regularly scheduled passenger, military, or commercial aircraft in the performance of temporary duty assignments (TDY) may be required. May be subject to TDY approximately 15 days per year.
  • Employee may be recalled to duty and required to work other than normal duty hours caused by the need to troubleshoot problems. Employee regular schedule may include evenings, weekends and holidays resulting in irregular work schedules.
  • Shift work and emergency overtime may be required.
  • Employee must maintain current certifications
  • Information Assurance Certification is a condition of employment.
  • This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570-01.M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment to these duties.

  • Employee is required to attend annual ethics and procurement integrity training.
  • A Bachelor of Science degree in computer science or a Bachelor of Science degree that includes 30 semester hours in a combination of mathematics is highly desirable.
  • Completion of Professional Military Education (PME) - Intermediate Developmental Education (IDE) or Joint Professional Military Education I (JPME I) is highly desirable.

SPECIALIZED EXPERIENCE:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

SPECIALIZED EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Mastery of, and skill in applying advanced IT principles, concepts, methods, standards and practices sufficient to significantly change, interpret, and develop IT systems analysis program methods and procedures. Mastery of IT principles, concepts, and practices in IT systems analysis sufficient to provide advisory and technical services to DoD executives and subject-matter experts on the most complex and controversial IT systems analysis programs, policies, and procedures. Knowledge and skill necessary to apply a wide range of qualitative and quantitative methods to the design and conduct of comprehensive IT studies and projects that are characterized by their extreme breadth and importance to DoD, and for which similar studies in the past have proven inadequate. Mastery of, and skill in applying, business process engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions. Mastery of, and skill in applying systems analysis principles and techniques, process engineering concepts, and new IT technologies sufficient to: assess new systems design methodologies to improve software quality, accurately represent customer requirements, effectively measure software development risk, and present recommendations for adoption of new methodologies; and lead implementation. Mastery of, and skill in applying systems analysis principles and techniques, enterprise IT architecture, and new IT technologies sufficient to review the impact of new systems design policies on the system design process, recommend most beneficial implementation approaches, and lead implementation activities

    Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:

    Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of IT systems analysis principles, concepts, functions, techniques, and capabilities to include cloud
    and cybersecurity principles, new and emerging IT security methods, feasibility studies, and risk analysis to the
    operational capabilities to Command, Control, Communications & Cyber Systems (C4S).
    2. Knowledge of, and skill to apply advanced Cyber/ IT management and refinement requirements and those
    specifications; and the skill to plan and design proposed new systems and execute IT system application software
    and systems development life cycles, including systems documentation, system requirements and techniques, design development, and configuration management.
    3. Skill in applying software, design and maintenance of information systems ensuring successful integration with
    existing and anticipated infrastructure in the database environment systems analysis; skill to collaborate between
    stakeholders and software development teams to execute government or commercial cloud technologies and concepts related to application of: development, cybersecurity, systems governance, procurement, and administration.
    4. Ability and skill to effectively speak, write and address significantly multifaceted technical and controversial
    issues; the skillset to serve as senior cyber IT consultant/ advisor to command or agency management officials by
    preparing, briefing, chairing meetings, leading task combined workforces (both military and civilians) to Senior
    Executive Leaders (General Officer(s) /SES(s)) or superior managerial officials
    5. Ability to plan and manage teams (subordinate elements) by organizing, prioritizing and delegating daily workload to meet changing deadlines and circumstances; lead cyber technical teams to troubleshoot applications and C4S or systems problems and provide users' support.
    6. Ability to provide technical leadership and program oversight, particularly cloud based technology and the
    execution of design and development processes and the up-to-date awareness maintenance of technological
    advances that predict how management will or can meet future requirements

    PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months

    appropriate IA certification within six months of assignment to these duties. A waiver of this six month requirement
    may be granted per DoD 8570.0l-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in
    removal from this position.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
