Duties

1. Plans, implements and controls all operational administrative aspects of aviation to ensure resource management complies with legal and regulatory requirements.
2. Researches, validates, and interprets public law, Air Force guidance, and medical/physiological documentation to
monitor and manage flying and ground training requirements..
3. Translates information and requirements into aircrew training tables, profiles, reports and
utilizes products to provide information to aircrew, senior leadership, training coordinators, commanders, and outside
sources.
4. Monitors/analyzes and evaluates work relative to development and/or execution phases of the records
management.
5. Prepares, compiles and provides a variety of aviation management data in formats (i.e., slides, charts, graphs, etc.) for briefings, meetings and/or panels, by extracting, collating, computing, and summarizing statistical aircrew training and operations resource management data.

  • Experience in Aviation Resource Management, Aviation Resource Management System, and in the Host Aviation Resource Management office is desired.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Position has been designated by the Air Force as a Testing Designated Position. Incumbent must pass initial and periodic short notice drug testing.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours
  • May be required to participate in contingency situations, real world and exercised, as directed

  • May be required to attend various training courses to gain/maintain job proficiency

  • Position is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes providing support in directing, controlling, and monitoring the operations and maintenance of Aviation Resource Management System (ARMS) or equivalent; authenticating aeronautical orders, validating entitlement pays, verifying physical and physiological requirements; and tracking individual flying hour utilization, sorties flown, qualification, currency and training status.

EDUCATION: Successful completion of a Master's or equivalent graduate degree or two full years of progressively higher-level graduate education in an appropriate field leading to such a degree or LL.B. or J.D. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPIES OF YOUR TRANSCRIPTS.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of various aviation management programs, policies and aviation service eligibility directives.

2. Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of
personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures
and preparation, processing, and auditing of associated documents.

3. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the
ARMS database and skilled in evaluating the effectiveness of the program and developing strategies and recommendations for necessary
improvements.

4. Skill in inter-personal communication necessary to liaise with aircrew, HHQ, and counterpart organization personnel and
gain cooperation from others through tact, courtesy and diplomacy.

5. Ability to update aviation management software and generate products to monitor and ensure flight crews' eligibility for
flight, regulatory compliance, and support unit leadership data needs.

6. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of
aviation management policies and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
