We provide expert advice and consultation on a diverse range of IT subjects, focusing on acquisition, policy, cybersecurity, engineering, and process development.

The Contracts Manager is responsible for the end‑to‑end management of government contracts and subcontracts, ensuring compliance with contractual, financial, regulatory, and security requirements while supporting program execution and organizational goals.

Responsibilities

Contract & Subcontract Management:
  • Execute and manage subcontract agreements and contract modifications.
  • Negotiate subcontract terms and conditions with vendors and partners, such as but not limited to Organizational Conflict of Interest, insurance requirements, terminations, and payment terms.
  • Track task, delivery, and purchase orders to ensure contractual obligations are met.
  • Prepare contract briefs, revisions, and summaries outlining contractual requirements and resource projections/forecasting, as required.
  • Maintain complete and accurate contract records and documentation.
  • Attend and participate in weekly calls with the Contracting Officer Representatives (CORs) for Prime Contracts.

Financial Oversight:
  • Track and manage contract funding and expenditures , performing checks and balances to ensure financial accuracy.
  • Review tracking, submission and management of the subcontract invoice process, when required.
  • Review and approve contract and subcontract invoices (including DD Form 250s) .
  • Understand and review monthly projections and burn‑rate reporting.
  • Oversee assignment of staff to projects and maintain people plans and expense plans within the company's financial system.
  • Review cost estimates on an as-needed basis.

Compliance & Close‑Out:
  • Monitor contract and subcontractors' performances throughout the contract lifecycle.
  • Perform contract and subcontract close‑out activities in accordance with federal regulations.
  • Maintain compliance with small business subcontracting goals and government reporting requirements.
  • Prepare and submit responses for contractor performance assessments, as required .

Security & Risk Management:
  • Coordinate with the Facility Security Officer to ensure required subcontractor security documentation is in place, including Visitor Access Requests (VARs) for facility access and DD Form 254s.
  • Coordinate with Program Managers to ensure required Nondisclosure Agreements (NDAs)/Confidential Agreements (CDAs).
  • Ensure contract compliance with quality management and certification requirements.

Collaboration:
  • Work collaboratively across finance, operations, security, and leadership teams.
  • Support cross‑functional efforts to meet program, customer, and organizational objectives.


Qualifications

  • Business related field or work experience is acceptable with at least ten (10) years of contractual experience.
  • Ten (10) years of progressively responsible experience for a Federal Contracting service company or similar corporation.
