Serco is excited to continue our support for the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
Our Program Analyst, Quality Auditor, located at Crystal City, VA, supports the Directorate of Engineering, at the F-35 JPO, in establishing, maintaining, auditing, and providing surveillance of the Quality Management System (QMS). Assist DoE in staffing, training, equipping, and providing standardization for all personnel responsible for implementing and maintaining the JPO QMS supporting PMO quality oversight responsibilities and offer ways to report discrepancies for leadership awareness.
You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
- Assist DoE in developing and implementing quality assurance oversight processes and procedures that assure appropriate program oversight of Defense Contract Management Agency (DCMA) quality assurance activities.
- Assist DoE in reviewing, evaluating, analyzing, and reporting on the quality performance of Prime and Subcontractors and providing inputs to CPARs.
- Support DoE in providing training, resources, and expertise that enable JPO personnel to remain watchful for quality measures, observations, and potential deviations.
- Support the DoE by carrying out requirements as delineated in DoD Directive 5010.42 to coordinate with JPO PMOs and Functional Organizations to identify process challenges, bottlenecks, and redundancies and to facilitate working group forums per the JPO-endorsed 8-step U.S. Air Force Practical Problem-Solving Method to collaborate and adopt improvement recommendations. Provide follow-on implementation consultation with the working group process owner to provide feedback, guidance, and calculate Return on Investment (ROI) for implemented changes as required.
- Support the DoE by serving as the training authority to promote a culture of continuous process improvement at all organizational and individual work productivity levels. Provide regular "all-hands" training evolutions and workshops to advance awareness, understanding, and execution of CPI tools and best practices, such as Root Cause Analysis, PICK Charts, SIPOC and RACI matrices, Value Stream Maps, 5 Whys, Fishbone, SWOT Analysis, and Process Flow Charts to capture current state settings to better enable procedural evaluations and motivation for change.
- Support the DoE by providing ancillary services that are custom-tailored to address unique process improvement scenarios, such as benchmarking, Voice of the Customer questionnaires, metric / statistical analysis, facilitation training, and Lean and Six Sigma targets of opportunity. Coordinate with leadership to sequester the most qualified and appropriate Working Group members and Subject Matter Experts to devote uncompromised time, attention, and focus to the proposed change initiatives and their subsequent adoption and implementation.
To be successful in this role, you will have:
- The ability to provide onsite support at the F-35 Joint Program Office (JPO) at Crystal City, VA a minimum of three (3) days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to five (5) days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
- An active DoD Secret Security clearance.
- A Bachelor's degree and 6 years of recent work experience related to analysis and planning.
- OR An Associate's degree 4 years of additional work experience related to analysis and planning (total of ten (10) years of work experience).
- 4 years of experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management.
- 2 years professional experience in technical efforts supporting major weapon systems and components development.
- 2 years in support of a Major Defense Acquisition Program (MDAP).
- Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
- Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
- Demonstrated experience in the program/project status, schedules, and DoD reporting.
- Demonstrated knowledge of Service and OSD policy and documentation related to PPBE, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
- Ability to travel up to to 10%.
Additional desired experience and skills:
- Experience in performing functions relating to the development of a Quality Management System (QMS) including:
- Planning, preparations, and performance of internal audits.
- Identify corrective actions and track closure performance.
- Identify audit findings for potential future CPI projects.
- Report audit results to Enterprise Quality management.
- Act as QMS coach and develop Program teams in quality management.
- Knowledgeable of AS9100D Quality Management Systems - Requirements for Aviation, Space, and Defense Organizations.
- Possess exceptional written and verbal communication skills.
- Ability to develop and effectively present project papers, informational briefs, and formal presentations to diverse audiences.
- Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas, and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
