Position Description & Qualifications

The Senior Ship Manager provides senior-level, project manager-equivalent contract support directly to the Ship Class Managers (PAPMs) in PMS 321. This role delivers strategic modernization, sustainment planning, and financial execution oversight across the LHA, LHD, and LPD ship classes to ensure class-wide consistency, technical alignment, and Fleet readiness. Working on behalf of and in close coordination with NAVSEA Ship Class Managers/PAPMs, the Senior Ship Manager leads coordination among Navy stakeholders, technical authorities, cost modeling teams, and modernization databases. The position focuses on lifecycle management, risk mitigation, budget programming, and installation execution to support amphibious/expeditionary platform operational capabilities.

In this role, you will:
  • Provide direct senior-level assistance to Ship Class Managers/PAPMs in planning, scheduling, and executing modernization and sustainment alterations across LHA, LHD, and LPD platforms, promoting standardized approaches and resolving cross-class technical and programmatic issues.
  • Lead synchronization of modernization technical planning with funding lines (e.g., OMN, OPN) to develop executable, class-consistent installation packages.
  • Track, validate, prioritize, and advocate for financial requirements across CLINs, supporting alteration design, engineering, and installation (e.g., CLIN 2/4 DSA Production and Engineering Support).
  • Oversee execution reporting, late-add funding requests, delta funding for technical maturity or emergent Fleet needs, and provide recommendations to leadership.
  • Develop, maintain, and lead updates to installation planning artifacts (e.g., Fielding Plan, Poker Chip, APS) to ensure scheduling and funding readiness across ship classes.
  • Conduct comprehensive risk assessments for cost, schedule, and technical maturity; lead development and implementation of mitigation strategies briefed to senior leadership.
  • Manage and validate continuous modernization data within the Navy Database Environment (NDE) and Navy Modernization Process (NMP), ensuring alignment with program objectives, budgets, and technical baselines.
  • Lead analytical support to Cost Model teams for budgeting efforts, including POM (Program Objective Memorandum), PB (Presidential Budget), DON submissions, and Final Snapshot Summary (FSS) updates.
  • Prepare and present executive-level briefs, reports, and Microsoft Office deliverables summarizing programmatic status, cost/schedule impacts, and capability implications for NAVSEA leadership and stakeholders.

Financial & Program Accountability
  • Provides senior oversight and strategic planning for multi-million-dollar annual modernization and sustainment budgets across LHA/LHD/LPD lifecycle execution.
  • Analyzes and advises on cost impacts from schedule deferrals, late technical changes, installation growth, and emergent requirements.
  • Validates cost realism, funding sufficiency, and programmatic alignment of modernization packages prior to authorization and execution.

To be successful in this role you will have:
  • An Active DoD Secret security clearance
    • U.S Citizenship required
  • Bachelor's degree with minimum 10 years of Navy modernization, lifecycle sustainment, acquisition, or ship maintenance experience
  • Demonstrated senior-level experience supporting NAVSEA ship class management, alteration planning, installation scheduling, or lifecycle readiness for amphibious/expeditionary platforms
  • Proven expertise in Navy funding processes (OMN/OPN), availability planning, cost modeling, and engineering support
  • Strong working knowledge of Navy Database Environment (NDE) and Navy Modernization Process (NMP) required
  • Former Navy officers, senior enlisted, government civilians, or industry professionals with direct ship class or program management experience in amphibious warfare highly preferred
  • Expert-level proficiency in Microsoft Excel and PowerPoint for advanced financial analysis, schedule modeling, and executive presentations
  • Exceptional written and verbal communication skills, with proven ability to prepare and deliver executive-level briefs and represent NAVSEA interests in high-level technical and financial stakeholder meetings
  • Strong leadership and prioritization skills to manage complex, competing deadlines and provide strategic guidance to cross-functional teams
  • Ability to build collaborative relationships with PAPMs/Ship Class Managers, technical authorities, and other stakeholders to drive program success
  • Ability to travel up to 10%
