Position Description & Qualifications

We are seeking a Program Director to oversee execution of a large-scale Indefinite Delivery Indefinite Quantity (IDIQ) contract. This role combines executive-level leadership, Engineering, and business capture to deliver mission-critical solutions for U.S. customers in CONUS and OCONUS locations. The ideal candidate will have a proven record of P&L portfolio management, large-scale program start-up, and high-value organic growth.

Key Responsibilities:
  • Portfolio Oversight: Direct P&L for a portfolio of Task Orders funded by a variety of Mission Partners on multi-faceted, sole-source IDIQ vehicle
    • Ensure cost, schedule, and performance objectives are met across multiple Task Orders.
    • Act as the single point-of-contact responsible for managing and directing Serco activities with respect to the IDIQ and for interfacing with the government
    • Responsible for all planning, organizing, scheduling, staffing, directing, controlling, resource management and reporting required in the execution of contracts on the vehicle
    • Maintain a stable workforce throughout the duration of the contract, ensuring appropriate staffing levels to meet contract requirements and respond to government direction.
    • Ensure continuity of operations.
  • Program Start-Up & Scaling: Ensure quality, rapid proposal development and new task order stand-up for seamless transition within 30 days of award.
    • establishing subcontracts in accordance with small business requirements and workshare agreements
    • hiring and training personnel
    • delivering initial CDRLs and collaboration portal
  • Strategic Leadership & Business Growth: Define and execute vision for programs; align business objectives with customer mission priorities.
  • Innovation & Digital Transformation: Drive adoption of digital engineering, software factory practices, and enterprise modeling tools; prioritize IRAD investments to maintain technical edge.
  • Cybersecurity Leadership: Oversee RMF accreditation and continuous monitoring for multi-site networks; establish Cyber Security Operations Centers for mission-critical systems.
  • Executive Engagement: Represent the organization in high-level customer meetings, industry forums, and strategic partnerships; deliver compelling briefings and demonstrations.
  • Team Development: Mentor senior managers and technical leaders; foster a culture of agility, inclusion, and continuous improvement.

To be successful in this role, you will have:
  • Ability to obtain and maintain a Top-Secret DoD Secret security clearance
    • U.S Citizenship required
  • A Master's degree in an applicable field
  • Minimum 10 years in US defense industry leadership roles, including program/portfolio and capture management
  • Proven success managing $500M+ IDIQ programs and Live Virtual Constructive Modeling & Simulation Systems
  • Experience with US Air Force programs and security accreditation/management under the Risk Management Framework (RMF)
  • Knowledge of Modeling & Simulation (M&S), Distributed Mission Operations (DMO), Live-Virtual-Constructive (LVC) integration and Joint Simulation Environment
  • P&L accountability for $200M+ annual portfolios; large-scale hiring and subcontractor management
  • Executive-level communication and stakeholder engagement
  • Experience interfacing with US Air Force Customers, Air Combat Command, Air Force Life Cycle Management Center, and Secretary of Air Force
  • Ability to travel 25-50% for customer engagements and program reviews

Additional desired experience and skills:
  • Experience with international Export/Import requirements and staffing OCONUS program efforts
  • Familiarity with Digital engineering: Model-Based Systems Engineering, Agile methodology, enterprise platforms, and data analytics
  • Experience with US Space Force Modeling & Simulation customers
  • Desired Portfolio Management Professional (PMP)
  • Eligible TS/SCI/SAP/SAR
