Duties
Help
  • You will serve as the Nondestructive Testing (NDT) Division Head.
  • You will instructs command employees in the selection of proper problem solving methods, practices and procedures associated with NDT.
  • You will set priorities and prepares schedules for completion of work.
  • You will serve as a technical expert responsible for the correct interpretation and application of nondestructive testing.
  • You will maintain a record system of individual nondestructive testing qualification and certifications.
  • You will establish the inspection requirements for locally generated Controlled Work Packages (CWP), Technical Work Directives (TWD), Welding Instructions, and contractor developed Process Control Procedures (PCP).
  • You will be responsible for establishing training and administering examinations and certification requirements for radiographic personnel who utilize x-ray or sources of ionizing radiation.
  • You will evaluate prospective nondestructive test equipment and make recommendations to management.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Must be certified or able to obtain Nondestructive Test Examiner certification as required by NAVSEA, within 12 months and will maintain that certificate.
  • Must be ANSI/ISO/ASQ 9001 Lead Auditor certified OR be able to obtain certificationwithin 12 months and will maintain that certificate.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience and knowledgeable in radiography requirements per Title 10 CFR, NAVSEA Standard Items, and NAVSEA S0420-AA-RAD-010 to include x-ray and sealed source emergency operation procedures.Experience and knowledge of broad technical policy and planning formulated at higher levels of the QA and NDT organizations.
  • Experience and with all phases of inspection techniques in nondestructive testing and have the demonstrated ability to make technical evaluations necessary to assure conformance to NAVSEA specifications.
  • Experience as a certified Nondestructive Test Examiner for non-nuclear attributes to include, VT, PT, MT, and UT or possess the requisite experience and training to become qualified as a Level III examiner in compliance with NAVSEA Technical Publication T9074-AS-GIB-010/271.
  • Experienced in judgment and mastery of concepts, principles, and practices of technical concepts and principles, which would normally be acquired through extensive practical experience and trade theory training.
  • Experience and mastery of skill in communication techniques both orally and in writing; with a thorough knowledge of NDT sufficient to communicate complex technical requirements to non-technical personnel.
  • Experience, knowledge and skills of project management principles to systematically approach the planning, organizing, directing, and controlling organizational resources, make appropriate prioritization and critical decisions to support the achievement of goals and objectives.
