In order to qualify, you must meet the experience described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience for GS-13:Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: serve as the legislative agency expert and key advisor to senior executive leadership and staff on the legislative process; coordinate legislative programs with the Office of the General Council; and advise officials on problem resolution approaches with congressional committees and individual committee members.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

- Develop legislative plans, program strategies, and policy recommendations based on analysis.
- Analyze legislative trends and congressional reactions to evaluate the impact of proposed legislation and governmental policies on agency programs.
- Identify complex political problems, discern the intent of legislation, and develop recommendations and solutions.
- Lead the analysis of legislation and engagement strategies to assess the information needs of Congress.
- Administer the agency's legislative program for a Tier 3 SES (3-star equivalent) agency.
- Coordinate appropriate responses for all congressional inquiries by collaborating with functional offices to ensure accuracy and consistency.
- Serve as a liaison with state and local governmental representatives to serve as the primary conduit for information and ensure consistent messaging.
- Gather factual information from functional chiefs, directors, and field elements to substantiate and formulate official agency positions.
- Formulate a legislative plan of action and develops the strategy for implementing it.
- Manage major projects, studies, and program functions by planning them out from conception to completion.
- Evaluate the impact of proposed and enacted legislation to determine potential effects on agency programs, functions, and missions.
- Review data from fact-gathering initiatives to determine the propriety and consistency of agency actions and identify the need for correction.
- Advise senior executive leadership on all congressional matters to guide strategic decision-making and ensure alignment with legislative initiatives.
- Coordinate unified agency positions with a wide range of internal and external stakeholders, to ensure a consistent and fully vetted message.
- Direct the DoDEA Legislative Proposal Program to ensure all legislative submissions are pertinent and fully coordinated.
