Job Description:
- Provide support to Strategic & Special Plans Branch plans
- Provide real-time support to NGB J5-J led or NGB J5-J attended working groups supporting the NG Joint Staff, Army National Guard (ARNG), Air National Guard (ANG), Chiefs Action Group, and the Judge Advocate (JA)
- Facilitate and coordinate working group meetings, draft and distribute meeting invitations to attendees, as determined by the Government, identify and document attendee names, collaborate with Government personnel to develop meeting agendas and timelines for each session
- Gather topics from all relevant parties, develop and distribute electronic read-ahead materials and briefings prior to each working group meeting
- Observe and take notes during meetings, ensuring accurate tracking of the issues, concerns, requests for information (RFIs), tasks, and responsibilities
- Provide meeting minutes in the form of an Executive Summary, summarizing the topics discussed, actions assigned, and ongoing after-action activities
- Establish and sustain relationships with interagency and NGO partners to inform the National Guards preparedness, contingency response, and disaster response planning
- Conduct strategic research and analysis
- Conduct background research, strategic estimates, strategic guidance assessments, and data analysis
- Analyze guidance, documents, senior leader meetings, and working groups relevant to the Joint Strategic Planning System (JSPS)
- Perform comparative analysis of the documents as well as NGBs inputs to those documents from previous years
- Ensure all documents and summaries adhere to NGB Joint Staff correspondence standards
- Provide analysis of policy statements, speeches, and publications made by Government officials to assess their impact on the National Guards interests within the JSPS
- Analyze policy statements, speeches, and strategic publications made verbally or in writing by Government officials
- incorporate insights and implications for the National Guards key documents for analysis
- Conduct ongoing research and analysis of strategic documents addressing emergent topics and security challenges produced by the DoD and other relevant government entities
- Monitor and review updates to key documents, including but not limited to National Security Strategy, Interagency Strategies related to Homeland Security, Unified Command Plan
- Develop an information paper analyzing how updates to these strategic documents or the introduction of new documents impact the National Guard
- Deliver a written information paper, not to exceed two (2) pages, analyzing the impact of updated or newly introduced strategic documents on the National Guard
- Support the NGB J5-J by scheduling, coordinating, and participating in J5-J related meetings, reviews, and workshops to ensure situational awareness and actionable outcomes
- Perform plan development and review functions for the NGB-J5-J
- Research and analyze information to prepare the NGB-J5-J for CNGB/VCNGB participation
- Provide analysis of discussion topics, including outlining National Guard equities and highlighting potential talking points for senior leaders
- Collect and assess State Integrated Support Plans (ISPs) from the respective Joint Force Headquarters (JFHQs)- State on a quarterly basis to ensure integration with Combatant Command campaign and contingency plans, including homeland defense and DSCA missions
- Review CCMD Campaign Plans based on NGB-J5 priorities and provide recommendations to the NGB-J5-J regarding National Guard equities and their incorporation into National Guard enterprise planning
- Support ETMS2 tasks per NGB-J5-J
- Provide monthly status reports and trip reports for authorized travel
Required Qualifications:
- 10 years Plans/Analyst experience
- Masters Degree
- TS/SCI clearance
- Deep Knowledge of NG plans and operations
- Joint Planners Course or equivalent
