MISSION
  • Provide financial analysis and budget execution support to PMS 339 in managing Surface Training Systems funding across planning, programming, budgeting, execution, and lifecycle sustainment.
  • Ensure leadership has accurate, audit-ready financial data to support training system modernization, acquisition oversight, and Fleet readiness objectives.

You safeguard fiscal discipline that enables warfighting capability. If you have managed Navy funding, supported PPBE processes, or provided financial oversight within a program office or command - you are strongly aligned with this role.
ROLE IN THE ORGANIZATION
  • Reports to Program / Project Manager or Financial Lead
  • Serves as financial analyst supporting PMS 339 portfolios
  • Interfaces with:
    • Program Managers
    • Deputy Program Managers
    • Business Financial Managers (BFMs)
    • Government COR
  • Provides execution tracking, financial forecasting, and analysis

PRIMARY RESPONSIBILITIES
BUDGET EXECUTION & TRACKING
  • Track cost, obligation, and expenditure data
  • Monitor execution rates across appropriations (e.g., O&MN, SCN, RDT&E)
  • Develop financial dashboards and status reports
  • Reconcile financial data across Navy systems
PPBE SUPPORT
  • Support Planning, Programming, Budgeting, and Execution (PPBE) processes
  • Assist with:
    • POM development
    • Budget exhibits
    • Spend plans
    • Financial phasing plans
  • Analyze short- and long-range funding requirements
FINANCIAL ANALYSIS & FORECASTING
  • Conduct variance analysis and burn rate assessments
  • Identify execution risks and recommend corrective action
  • Support lifecycle cost analysis for training systems
  • Assist in developing out-year funding projections
ACQUISITION FINANCIAL SUPPORT
  • Support financial aspects of training system acquisition efforts
  • Review funding documents for accuracy and compliance
  • Assist with contract funding tracking
  • Coordinate with contracting and program teams
REPORTING & DOCUMENTATION
  • Prepare executive-level financial briefings
  • Draft financial summaries and point papers
  • Ensure documentation accuracy and traceability
  • Maintain audit-ready financial records
WHO SHOULD APPLY

This role is ideal for Navy financial managers, supply professionals, or acquisition support personnel who have managed funding, tracked budgets, or supported PPBE processes.

Required Qualifications

Bachelor's Degree in Business, Finance, Accounting, or related field OR 10+ years relevant financial management experience
  • 7+ years professional financial analysis experience
  • Ability to obtain a Secret clearance
  • Experience supporting DoD or Navy financial processes
  • Must be a US citizen

Desired Qualifications

  • Navy or NAVSEA financial management experience
  • PPBE process experience
  • Surface Training or acquisition program exposure
  • Experience with Navy financial systems (e.g., ERP, STARS, PBIS)
  • Advanced Excel proficiency
Valuable Experience
  • Managing OPTAR or departmental budgets
  • Supporting POM or budget build submissions
  • Tracking obligation and expenditure rates
  • Preparing financial briefs for CO/XO/Commodore
  • Reconciling funding documents
  • Supporting audit readiness initiatives
Helpful Certifications (Not Required)
  • DAWIA Financial Management Certification
  • Certified Defense Financial Manager (CDFM)
  • PMP (for program-aligned financial roles)
  • Lean Six Sigma

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
