Duties
As a SUPV IT SPECIALIST (NETWORK), GS-2210-12, you will direct the planning, engineering, testing, evaluation, modification, security and reporting of the full range of C-E (Communications-Electronics) equipment and systems assigned; provide technical and analytical guidance and support for telecommunications systems while considering the telecommunications needs of users, operational practices and procedures, message handling practices and procedures, message handling techniques, local and wide area computer network requirements, communications security requirements and similar specialized knowledge of information technology; provide highly complex technical and operational solutions that support unique command and control telecommunications systems requirements; ensure the proper use, management, and training of all supervised personnel, consisting of multiple technical disciplines; practice efficient position management and ensures position descriptions of subordinates are accurate; realign duties within the flight to ensure efficient use of assigned manpower to accomplish unit's mission; consult with users and managers to determine specific locations and requirements for the particular system installation; identify requirements for and coordinate necessary improvements with customers; develop technical solutions to support equipment installation; direct, recommend, and implement remedial actions to correct problems or deficiencies; advise the Commander of significant issues and matters affecting the design, capabilities, and security of the unit's telecommunications systems; interview and recommend selection of new employees; provide training and orientation; ensure new employees are briefed in their duties and responsibilities; establish work performance standards and discuss and assign annual performance evaluations; initiate disciplinary actions, promotion actions and step increases; recommend awards and approve leave; manage overall personnel program within the section; plan, develop, and implement local policies, procedures, and goals for effective administration, direction, management, and operation of the section; maintain current information on system/equipment status, modifications, and related matters through on-site visits and use of unit support functions in order to analyze and report the organizations mission support posture; initiate action required to maintain maximum degrees of efficiency and reliability; maintain constant coordination between workgroups inside and outside of the unit, because complexity, cost, and uniqueness of the work involved require considerable planning and coordination; work to bring many resources together in a timed and coordinated sequence to accomplish projects in a timely and efficient manner; keep abreast of frequent, substantial, and unexpected changes in work operations and other external requirements that impact the timing and effective use of resources; establish and implement Customer Service Center (Help Desk) to receive trouble calls and complaints from all supported customers; maintain an automated/manual trouble log to ensure troubles or dissatisfaction of customers are corrected and resolved; oversee telephone systems administration; prepare and submit budget estimates and revisions for the procurement, installation, and operation/maintenance of equipment and supply items; monitor logistic support planning and programmed requirements for new equipment as required; analyze and evaluate new requirements and recommend most efficient completion method; ensure formulation of comprehensive training plans for each function and specialty within the section; ensure drill status guardsmen (DSG) are properly trained and able to perform the telecommunications activities; monitor and control the expenditure for material and manpower resources in accomplishment of peacetime and wartime mission goals; identify resource shortages or projected shortages to the commander; exercise continuing responsibility for safety conditions, procedures, and work practices employed within the maintenance community; provide work force guidance on safety matters and ensures safe work practices are utilized; ensure periodic inspections of work centers are performed and immediate action is taken to correct unsafe conditions; perform other duties as assigned.

Minimum Requirements: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
