Help
  • You will serve as the Installation Fire Management Officer providing natural resources management functions for fire program management for U.S. Army Garrison, Hawaii.
  • You will serve as the technical staff specialist and authority in wildland and fire management activities with responsibility for providing technical advice and guidance to protect soldiers, leaders, staff and endangered species.
  • You will develop trails, firebreaks, and engineering work necessary for protection of the ecological system; and directs programs of fire suppression and prevention.
  • You will represent management and is instrumental in negotiating cooperative fire agreements and contracts relating to fire management issues with State, local and adjacent Installation fire control agencies.
  • You are responsible for the formulation, establishment, and monitoring of Installation fire management strategic plan, goals and objectives considering the ecology of the installation landscape.

  • Incumbent must obtain and maintain a SECRET clearance.
  • This position is designated as Drug Testing Required. Incumbent is subject to random urinalysis testing in accordance with DA guidelines.
  • Position is Emergency Essential. This position is considered Emergency essential in support of DA's mobilization and wartime mission during periods of increasing tension and mobilization.
  • Position is considered emergency essential because (1) no qualified and immediate replacement exists;
  • (2) having it vacant would impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
  • Failure to remain in your position may result in separation for the efficiency of the Federal Services.
  • IAW (Chapter 75, Title 5 USC; Fpm Chapter 753) Emergency Essential Civilians are required to sign a DOD Form 2365.
  • The employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority.
  • Single parents or families, where both parents are emergency essential, are required to prepare a family care plan.
  • Emergency Essential Civilians are required to undergo nuclear-biological and chemical training and weapons training; as required to participate in readiness tests, mobilization, alerts, and field training exercises.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Fire Management Specialist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes applying wildland fire management principles to conduct prescribed burning, fuels reduction, and fire prevention activities; assisting with fire management planning and regulatory compliance; and coordinating fire operations for wildfire response. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
