SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Comprehensive and thorough knowledge of the principle, concepts, and methods related to one or more quality assurance surveillance program area(s). Comprehensive knowledge of a broad product (e.g., PMEL, Integrated Avionics systems, Aerospace Weapon systems, and the support of shop functions needed to maintain those systems, and AGE) including product specifications and standards. Broad knowledge of a range of complex products including pertinent quality characteristics, manufacturing methods and techniques, and skill in developing plans/schedules and approaches calculated to insure effective control of product quality. Broad knowledge of the practices, policies, and procedures of related functional and administrative activities such as contract administration, engineering, production procurement, and supply and skill in effecting appropriate interface/ coordination of quality assurance plans and programs with these activities. Broad knowledge of Federal, State, Local Laws and Rules and Regulations regulating the generation, handling. storage, treatment and disposal of hazardous and toxic materials/ waste. Develop and use inspection evaluation guides ensuring procedures and document logs for these areas are adequate and in-depth evaluations(s). Thorough and detailed knowledge. and skill in applying various methods and techniques for investigation, analyzing and effecting corrective action on complex maintenance problems.

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and applicant of quality assurances/control methods, principles and practices including statistical analysis and sampling techniques to plan, develop, and implement quality assurance programs involving the maintenance and operation of aircraft electronics, test measurement diagnostic equipment, aerospace ground equipment electronics systems, and software support.
2. Through knowledge of maintenance, operation and overhaul of aircraft electronics, test measurement diagnostic equipment, aerospace ground equipment electronics systems, and software support.
3. Working knowledge of test equipment, maintenance techniques and procedures related to organization/intermediate maintenance of aircraft electronics, test measurement diagnostic equipment, aerospace ground equipment electronics systems, and software support.
4. Sill in the operation of aircraft electronics, test measurement diagnostic equipment, aerospace ground equipment electronics systems and software support.
5. Ability to make/ accept/reject decisions on contractor performance based on quality assurance principles.
6. Ability to communicate effectively, both orally and in writing, sufficient to make presentations and recommendations to contractors and military personnel at various command levels.

- Performs as a member of the multi-functional team to conduct a Performance Base Service Acquisition overview and remain responsible for assessing contractor performance and managing in the contract over the life of the requirements.
- Utilizes a variety of administrative, analytical and technical methods and techniques to ensure quality and reliability of services.
- Acts as a liaison between commander, contracting officer, contractor, contractor's representative, HQ 2AF and HQ AETC Logistics.
