MTSI is seeking a Mission Engineer SME to lead the development and delivery of Mission Engineering Analysis Efforts tailored to mission-critical analysis and engineering solutions. This role combines operations research (ORSA), systems engineering, and mission integration expertise to assess and optimize future capability investments and operational strategies.

The ideal candidate is a trusted advisor and technical expert with experience guiding mission-level analyses, conducting risk assessments, and developing analytical frameworks aligned with Joint Warfighting Concepts, Combatant Command (COCOM) priorities, and capability gap assessments.

Responsibilities:

Lead and manage a team in the execution of analysis efforts following the mission engineering process. Work with mission characterization, architecture, and analysis teams to execute the activities, develop the products, and synthesize results that answer Key Questions and meet evolving Joint mission objectives.

  • Lead teams of operational planners, intel analysts, architects, and Modeling Simulation and Analysis (MS&A) analysts through the mission engineering process to assess and inform future capability investment decisions supported by analytical rigor.
  • Development of study scope, key questions, partnering organizations, external teaming opportunities, and execution plans.
  • Understand complex scenarios, vignettes, CONOPs, CONEMPs, measure derivation, and system-of-systems interactions to assist the team's overall knowledge base and inform leadership.
  • Understand Mission Architecture inputs, development, implementation, and connections to CONOPs, CONEMPs, and MS&A efforts for the system-of-systems architectures being constructed.
  • Understand mission-level analysis objectives, tools, limitations, constraints, and how data and architectures feed M&S activities.
  • Track progress, solve problems, identify risks, develop mitigations, maintain information flow to team and leadership.
  • Synthesize raw analytical products into impactful data-driven conclusions and recommendations for senior government leadership. Consolidate results into a technical report and executive summary highlighting overall mission impacts, highlighting capability gaps closed and those remaining open.
  • Manage deliverables, focusing on aligning systems engineering analyses with Joint Warfighting Concepts and Combatant Command needs. Enable traceability of analysis results up to guiding doctrine.
  • Conduct operations research to assess technologies, scenarios, and mission impacts in support of ASD(MC) Analytic Agenda
  • Prototype and evaluate analytical frameworks and design of experiments to assess and address capability gaps and emerging requirements, enabling informed decisions on investments and capability development.
  • Develop lifecycle systems models using architectures, simulations, and analytics workflows to ensure traceability and mission compliance.
  • Collaborate with mission partners, program managers, and technical teams to integrate mission engineering practices across multi-domain missions and technologies.
  • Provide technical guidance on digital engineering and mission simulation readiness to align operational strategies with advanced engineering principles.
  • Document analyses, trade studies, and mission frameworks to produce deliverables for review by senior leadership and COCOM representatives.
  • Mentor teams to strengthen adoption of mission engineering principles across the organization, contributing to MTSI's world-class mission engineering expertise.

Required Qualifications:
  • 15+ years of experience in mission engineering, operations research, and systems analysis with proven ability to deliver mission-level analyses for classified environments.
  • Expertise in the development of analytical frameworks and advanced systems analysis methodologies (e.g., ORSA).
  • Experience leading and delivering multi-domain analyses, including risk assessments, performance evaluations, and technology prioritization strategies.
  • Experience leading and collaborating with cross-functional teams including engineers, operational planners, and technologists, to accomplish complex tasks. This includes interactions with the Joint Staff, Combatant Commands, Military Services, Intelligence Community or Office of Secretary of Defense organizations.
  • Experience conducting operational or mission analysis and trade-off studies to inform decision-making for capability development, system design, technology investments, or maturation of concepts of operations (CONOPs) or concepts of employment (CONEMPs).
  • Demonstrated experience in communicating complex technical findings to senior leadership, technical or operational experts, and non-technical stakeholders.
  • Strong communication skills, with demonstrated ability to interface with senior leadership, mission partners, and technical teams to drive mission strategies forward.
  • Familiarity with DoD compliance frameworks, including RMF, Zero Trust designs, and standards supporting mission assurance in secure environments.

Desired Skills:
  • Expert in assessing threat kill chains operations and identifying exploitable vulnerabilities, analyzing mission threads and blue force system kill chains to identify capability gaps and solutions, developing system models, constructing and executing simulation and analysis plans, conducting trade studies and sensitivity analysis, interpreting and synthesizing results and translating them into concise and comprehensive artifacts for documenting and communicating to multiple audiences.
  • Experience interfacing with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results.
  • Proven ability to manage cross-functional teams, develop technical roadmaps, and execute large-scale mission engineering efforts successfully.
  • Experience in digital engineering initiatives, leveraging secure systems and connected architectures to optimize mission frameworks.
  • Ability to lead simultaneous mission analyses while supporting both primary and ancillary program priorities.

Minimum Educational Requirements:
  • Bachelor's degree in Engineering, Operations Research, Physics, Mathematics, Systems Analysis, Computer Science; related disciplines required; or possess a certificate from advanced Professional Military Education relevant to Military Training and/or Military Planning.
  • Master's degree preferred.
